Sanitary line at times shallower than 3.5 feet from top of pipe, please provide insulation in
these instances. Maybe able to gain some depth by using only. 1 feet of drop across
manholes on straight sections of pipe.
Stub out sewer service for existing house out of the street.
Note all locations of water lowerings, call them out on plan and profiles.
Provide better detail for 12" water crossing under the railroad tracks. Show steel casing on
plan view.
All waterlines have been adjusted to ductile iron vv/ polywrap. All utility crossing are shown
in plan and profile views. Insulation has been added to areas wl less the 3.5 feet of cover.
Sewer is to shallow to stub out for existing house. All water line lowerings have been called
out in plan and profiles views. Steel casing shown for waterline and a casing detail added.

[9/21/06] Due to the shallow san sewer depth, we will allow a 0.1 ft drop for straight through
MH's.
0.2 ft drop remained in straight through manholes

The crossing of that water line with the existing sanitary line should be potholed now during
the design phase.
The agreement has not been sent back in to date because of the limited approval time for
construction the R&R allows after approval and payment. The sanitary lines depth has been
identified and updated on the plans.
Topic: Water Line Lowerings
Number: 102 Created: 9/19/2006
[9/19/06] Please fill out the table specifying all the water line lowerings proposed.
Table has been updated.
Topic: Water Plans
Number: 101 Created: 9/19/2006
[9/19/06] Please identify clearly City of Fort Collins lines and Northen Colorado Water district
line on the plans. The district line may have some conflict with the proposed trees in the
Willox Lane right of way.
The water lines have been clearly identified.
Topic: Water Quality Outlet Detail
Number: 104 Created: 9/20/2006
[9/20/06] Please use the City of Fort Collins outlet detail for your water quality pond. I can
email you that detail, if you don't have an electronic version. That detail should be modified
to reflect the fact that this pond is a wet pond.
The City of Fort Collins outlet detail has been added to Sheet 45 of 48. The detail has been
modified to reflect our condition. The table calls at the bottom right calls out the permanent
water surface elevation.
Topic: Water/Wastewater- Off -site Easement
Number: 31 Created: 1 /17/2006
[9/19/06] No easement dedication has been submitted.
[5/2/06] Easement should be dedicated to the City.
[1/17/06] A letter of intent for the proposed off -site easement for the sewer line is required
prior to hearing. At final that easment needs to be dedicated to the City. Please also
delineate the existing sanitary line easement on the mobile home property.
Easement has been dedicated and submitted to Randy Mazeland.
Topic: WaterMastewater
Number: 66 Created: 5/2/2006
[9/19/06]
[5/2/06] City standards call for water lines to be ductile iron with polywrap. Please adjust
Several areas do not show crossings of water lines and storm lines across sewer lines.
Page 8
[9/19/06] Line 4 B crosses the storm line with only 0.67 feet of clearance. Does that
account for encasing and pipe wall thickness ? We may need to work on a special detail for
that crossing.
Steel casing sleeve and detail added for shallow crossing.
Topic: Sewer Line on Tract B
Number: 98 Created: 9/19/2006
[9/19/06] Please remove the manhole shown in the open space, and revise pipe lengths to
minimize length of run between the streets, even if that length exceeds 400 feet.
Manhole in the open space has been removed and pipe lengths and slope have been
revised.
Topic: Stormwater- Erosion Control
Number: 81 Created: 9/18/2006
[9/18/06]
Your plan should have a note (which is also reflected in the schedule) that the ponds will be
excavated as the first step in overlot grading. That way they can be utilized as sediment
traps (which is what the report calls for) immediately. The plan should also indicate the
ponds as sediment traps, which it currently does not.
Note added, schedule update, and ponds called out as sediment trap on drainage and
erosion control plans (Appendix G).
The first sentence in the last paragraph of section 6.1 on page 11 of the report doesn't make
sense. Please correct. Also in the same paragraph, the sediment traps must remain until
completion of the development.
Text updated
I did not find any PS, EFF, or surety calculations.
Calculations added to appendix F.
Topic: Trail Crossing
Number: 96 Created: 9/19/2006
[9/19/06] Please provide a low flow crossing for the area where the swale drains across the
trail. Pipe only needs to carry two year flow.
A pipe has been added with the capacity to carry the 2 year flow and be overtopped
otherwise.
Topic: Water Line Boring
Number: 100 Created: 9/19/2006
[9/19/06] The boring of the water line under the railroad track will necessitate a license
agreement with the railroad company.
The agreement that was submitted had the private owners as the licensee, but since the
City will own maintain and operate that line, the license should have the City as the
beneficiary of that license agreement.

Topic: Grading Plan
Number: 97 Created: 9/19/2006
[9/19/06] Please provide FF elevation and detailed spot elevations on the grading plans.
How will the proposed retaining wall be built along the property line ? If construction would
affect neighboring property to the north and east, then a construction easement may be
needed.
Please add notes that no grading shall be done on neighboring properties.
FF elevations and detailed spot elevation have been shown on the grading plan.
Detail showing the wall and footing with reference to property line. No construction
easement is needed. Note added.
Topic: Irrigation Line
Number: 77 Created: 5/5/2006
[9/19/06]
[5/5/06] Please show irrigation line that will serve the park property on the plans.
The residents to the south apparently own water rights that come off the lateral that is now
being piped. How will these owners be able to get their water delivered ?
A new headgate will be designed under a separate contract with the parks department and
this will be the new lateral that will supply the park irrigation pond.
Topic: Landscape Plan
Number: 94 Created: 9/19/2006
[9/19/06] Please provide special plantings or wetland grasses for the open area where
swales from this subdivision drain onto.
A variety of grasses, sedges, etc. have been added to the areas around the swales.
Additionally, a seed mix has also been specified to extend two feet on either side of these
swales.
The area where the trickle pans transition to natural swale should be reinforced with a
geotextile material.
Please show water and sanitary sewer lines on landscape plans in order for us to be able to
check for any potential conflicts.
Water and sewer lines appear on plans.
Topic: Maintenance
Number: 95 Created: 9/19/2006
[9/19/06] Has there been an agreement with the Parks department regarding the
maintenance of the pond ?
Agreement to be made when pond design is completed

1. Boundary Closes, Legal doesn't match the plat.
2. Title & Dedication do not match.
3. Plat is missing a lot of dimensional info.
4. Based upon configuration, the plat will need 5 street names.
Boundary dimensions have been added for clarification purposes.
Acreage includes Willow lane and excludes Wood Lane.
References to private access easements have been removed from Plat.
We prefer Outlot as opposed to Tract since it has a dwelling on it.
ROW dedication information has been added for Willow Lane.

[5/2/06] The street cut limits shown on Willox may not be realistic. Cuts for service
connections are not shown, and with the milling indicated, it may just be required to cut the
street to the existing edge of pavement.
The street cuts have been shown and there the standard street cut note has been added.
There is no need to for street cut for the two services because they are outside of the
existing asphalt.

[9/19/06] Cross sections for ultimate design only have been submitted. Please include
interim cross sections with the next submittal. The cross section provided do not show
adequate information relating to cross slope, gutter flow line elevations and how proposed
grades will tie back into existing ground. See redline comments for clarification.
[5/2/06] At final compliance, we will require cross sections to be shown at 50' (min) intervals
along Willox Ln. including both interim and ultimate improvements, as well as existing
conditions.
Interim and ultimate cross sections are shown on the same cross section to illustrate how to
two designs overlap. All the required information has now been shown per the redlines.
Number: 63 Created: 5/2/2006
[9/19/06] Additional information is still needed on the plans to indicate interim dimensions
and existing versus proposed pavement limits. Please see the redline comments for
clarification.
[5/2/06] (Public Hearing Comment) Please provide additional detail on the Willox design.
Label existing and proposed ROW limits on the plan view, provide interim and ultimate
dimensions on the standard cross-section. Please note that any interim improvements are
not eligible for reimbursement unless they are able to be used as part of the final cross-
section of the street. Please indicate existing limits of pavement, and how much you are
widening out each side.
Interim and Ultimate design has been clearly labeled and identified. Cross sections have
been added showing both interim and ultimate.
Number: 72 Created: 5/3/2006
[9/19/06] Existing and proposed grades on the ultimate Willox design are different at the
R&R crossing, mainly at the flowlines. Please address how the railroad crossing will be
accomodated for with these proposed grade changes.
[5/3/06] It appears that you are regrading Willox Ln. at the railroad crossing. Please
indicate the tracks on your profile sheet, and indicate if you plan on raising the tracks.
Flowline elevations have been changed to match the existing elevations at R&R.
Topic: Technical Services
Number: 42 Created: 1 /18/2006
[9/19/06] Boundary and legal close but do not match. Acerage in legal is incorrect. Note 1
on Plat cover sheet describes private access. There are only public access easements
being shown on the Plat. Where is the private access ? Why is an outlot A being created
rather than a tract lot ? Please show how Willox Lane was dedicated. See redlines for
additional comments and clarification.

pavement. Show dimensions on the interim pavement asphalt cross section. See redlines
for additional comments and clarification.
Interim Willox Lane is now dimensioned and ROW labeled. Edge of pavement clearly
labeled. Interim asphalt cross section has been dimensioned.
Number: 91 Created: 9/19/2006
[9/19/06] No interim -cross section have been provided. Please add standard cross sections
for every 50 feet with the next submittal. .
Interim cross sections are on the same cross section as the Ultimate design to show how
the two match up.
Number: 92 Created: 9/19/2006
[9/19/061 Refer to Willox Lane ultimate design. A low point is proposed with a vertical curve
at STA 4+62. Please address how the drainage will be collected and conveyed from the
street at this location. Same condition at STA 25+96, how will the drainage work ?
There exists a concrete overflow along the ditch that conveys storm runoff into the existing
irrigation ditch. The low points in the road have been matched to existing low points in the
road and it is conceived that the drainage will then be conveyed as it is currently.
