EXPANSION - MAJOR AMEND./REPLAT - 21-08 - CORRESPONDENCE - TRAFFIC STUDY (5)Action:- Following are actions which seem appropriate at this point: Northern Engineering develop accurate base plan for these two residences and update the base map to be accurate so alignments of driveways can be evaluated BHA lay out the access drive and forwards to Northern. City and Odells meet to review implications and hammer out specifics. Prepare easements These can be identified and dedicated on the plat, unless they are off -site. Prepare Development Agreement. This will be started after the project goes to hearing. Thoughts? If you are interested in pursuing a road classificationchange, I suggest that you thoroughly pursue that before finalizing the layout and taking this project to hearing, since that could impact the need for the improvements along the frontage of the neighboring properties. The right-of-way is of adequate width along Odells and the 2 properties to the west to accommodate the north half of the 4 lane roadway section and have approximately 22 feet to spare. So provided that the design accommodates the sidewalk and the shared driveway within the right-of-way there should be little to no impact on the adjacent properties other than now needing to use the shared driveway to access the property. 7. There are still unanswered questions regarding how cutting off direct access on to Lincoln Avenue may affect the neighbors. There are two property owners between the Odell site and 3rd Street; Arne Sargenfri and Alfred Baca. The property closest to Odells is owned by Alfred Baca. Once access is cut off, he will have to use the Odell access drive to enter and exit his property or drive over his neighbors property to get to third street. Odells can grant an easement as part of the plat. 8. Correct. 9. How are impacts conveyed to the property owners? 10. A letter needs to be sent to the adjacent property owners by Odells identifying what is proposed and what the changes mean. A copy of the letter(s) being sent need to be provided to the City. I would recommend that these letters are sent to the neighbors prior to the hearing, so that they would have a chance to express any concerns prior to or at the public hearing. 11. What is the timing of sidewalk installation? Does it need to be constructed now or sometime in the future in which case Odells pay cash -in -lieu to the city for future construction? 12. The sidewalk, curb and shared driveway need to be built at the time that the western access to Odells is constructed. A condition Iof having this access point was that with this access point that the accesses in this area would be consolidated, so this needs to be done when the access point is taken. 13. If Matt Delich completes a study of the classification of Lincoln Avenue and finds a 3 lane alternative suitable, will this affect location of sidewalk? Would it be best to conduct this study and then decide on the final location of sidewalk? 14. A reclassification of this roadway to a minor arterial (3 lane) could affect the sidewalk location. It would allow for the sidewalk to be moved further south, or the sidewalk could remain in the same location and a bigger parkway provided. It would be best to conduct this study and if the road classification can be changed to get this change processed thru City Council and amend the Master Street Plan prior to designing the frontage improvements, since the location of the curb and gutter will change if the road is reclassified. That way a redesign of the frontage improvements will not need to be provided before approval. It is also my understanding that if the road classification change would be accepted and the Master Street Plan amended than the western access could be provided without having to consolidate the accesses. In Concept the Odells have agreed with the solution proposed on the attached drawing. Our understanding is that you have agreed conceptually to this alternative as well. There are issues to be addressed that need clarification before Odell's feel they can finalize their full commitment. To reaffirm this to both parties I wanted to review the specifics below 1. Odell Brewing Company will design and construct a stubbed out driveway access for adjoining residential properties to the west from their proposed new access drive on the west side of the brewery expansion. The access drive will provide an alternative access for the adjoining neighborhood property to Lincoln Avenue. 2. Correct 3. Odell Brewing Company will design and pay for an extension of sidewalk. Sheri asked for some landscaping associated with this sidewalk. There are questions to be resolved with the landscape related to responsibility for irrigation and maintenance. There are issues associated with the timing of installation and responsibility for construction. These issues need to be clarified prior to making a commitment. 4. In addition to the sidewalk a curb will need to be installed to control the traffic movements, without the curb the neighbors might still drive across the sidewalk to access the lots. As to whether there is landscaping, there needs to be something to separate the driveway from the sidewalk. Landscaping is certainly an option that would work. There may also be other options that can provide for a distinction between the sidewalk and the driveway. The party installing the improvements, including the landscaping, is responsible for providing 2 years of maintenance upon completion and acceptance of the improvements. In accordance with the City Code the maintenance of the sidewalk is the adjacent property owners responsibility, and the City is responsible for trimming and replacement of any trees within the row after the 2 year maintenance period. And typically it is the adjacent property owner that maintains any parkway landscaping and grass. As for the timing of the construction, the improvements will need to be installed at such time as the west driveway for Odells is installed. 5. The design solution must fit within the existing ROW which with our current knowledge is wide enough to accommodate a 4 lane arterial but is unclear whether there will be impacts on adjoining properties. This process could be expected to take at least 6-8 weeks. This is dependent on the modeling analysis required and the coordination with the Transportation Board and the City Council. Process Outline: Receipt and review of a traffic study analyzing the proposed modification submitted by the developer. Traffic modeling of the two arterial alternatives (in addition to the traffic study above). Coordination with land owners along Lincoln Avenue. Propose to and request support by the Transportation Board (monthly meeting). Propose modification to the City Council. I hope this helps. As you no doubt recall the classification between 3 and 4 lanes has been a point of discussion which impacts future plans for Odell Brewing Company and their proposed access. We currently have Matt Delich conducting an analysis of the area to assist in making the determination about the final configuration. He should be complete with the analysis in about a week. According to Sheri the next step after Matt's work is to amend the Master Street Plan if appropriate. Making the assumption that 3 lanes would work, I'd like to understand how long and the order of magnitude for this to occur. If Matt's study finds this to be appropriate would this be initiated by the City or would the developer be required to make this application? What are the steps we need to pursue and how long will it take? Can we expedite the process?
