A STAGE -STORAGE TABLE HAS ALSO BEEN PROVIDED. [11/18/08] The pond sizing calculation still includes the infiltration as part of the release rate. Please show how much volume is required with just the .23 cfs release rate. We can than compare this required amount of volume with how much volume is being provided to determine if the provided amount is adequate. Also please provide a stage -storage table to show how much volume is being proposed. [8/15/081 The release rate for the detention pond in basin B-1 includes the infiltration rate as well as the orifice release rate for the sizing of the volume required. Discussions are needed to determine if this will be allowed or if just the .29 cfs release rate from the outlet structure can be used to size the volume required in the pond. Please provide an under -drain from the dry well to the bedding of the permeable pavers. [8/15/08] Please clarify how the western edge of the property is to drain. Number: 25 Created: 11/17/2008 [11/17/08] Per the memo dated November 11, 2008, Lincoln Avenue will remain a four -lane arterial. Based on the traffic volumes, a 12-foot two-way left turn lane will be acceptable in place of a median. Number: 26 Created: 11 /17/2008 RESPONSE: THE REALIGNMENT OF THE LINK-N-GREENS DRIVEWAY IS INCLUDED WITH THE LINCOLN AVENUE ROADWAY DRAWINGS. [11/17/08] Per the letter from the City Traffic Engineer, Transportation staff will conditionally support the variance request for a second access point on Lincoln Avenue. This support is contingent upon the realignment of the golf course driveway to match the proposed western access point. Department: Stormwater-Water-Wastewater Issue Contact: Roger Buffington Topic: Landscape plan Number: 29 Created: 11/18/2008 RESPONSE: STREET TREES HAVE BEEN SHIFTED TO MAINTAIN 6-FEET OF SEPARATION [11/18/08] Provide a minimum of 6 feet of separation between water and sewer service lines and trees on north side of Lincoln. Paee 3 L With that said, Traffic was not inclined to grant an additional access point to this project. However, we discussed a few options that your clients may wish to explore. The first option is to take all access off the existing drive and construct a drive around the north side of the building within the proposed access easement that will connect to the new parking lot. The second is to close the existing driveway and take all access off the new driveway. Traffic Engineering would consider this option provided that the new driveway does not conflict with the existing driveway on the south side of Lincoln. If you choose to pursue this option, please show the existing driveway on the south side of Lincoln and update the variance request evaluating the separation distance and safety concerns between them in addition to the separation distance between the new driveway and Third St. Traffic will evaluate the new request and make a determination based on the new information. The third option is to take access off Buckingham to the north. This would not trigger any improvements to Buckingham itself and would only require an access easement through the northern Odell property. While none of the options discussed here are listed in any preferential order, this last option may be the better one for your clients in the long term. With all access restricted to right in, right out along Lincoln, having a second point of access to the north may be a good thing for Odell's overall circulation. It may also solve any emergency access requirements PFA might have. Speaking of PFA, please be sure to discuss emergency access requirements directly with them. I do not know what those might be and can not speak for that department. PFA has stated that they are fine with the access that is provided now and the new access on the west is sufficient for accessing the new addition. LIMITS, PAYMENT AND TIMING OF CONSTRUCTION WILL BE ADDRESSED IN THE DEVELOPEMNT AGREEMENT. [i 1/18/08] Transportation Planning has received and reviewed the updated TIS that looked at downgrading Lincoln Avenue and has determined that Lincoln needs to remain a 4 lane arterial to adequately serve the area. However, a modified street section is both appropriate and justified from Riverside to Lemay. It is agreed then, that a 4 lane arterial is required minus the median and a center 12' continuous lane in its place. Please design the ultimate improvements to this configuration and see the previous comment below as to the actual construction. [8/12/08] This development is responsible for the design and construction of Lincoln Avenue to a 4 lane arterial as identified on the Master Street Plan plus an additional 1000' of preliminary design on either side of the property. The city would consider taking cash in lieu of actually constructing the road improvements depending on the timing of the Fort Collins Brewery development on the northwest corner of Lincoln and Lemay. It all depends on the timing of the two projects and what makes the most sense. Number: 10 Created: 8/12/2008 RESPONSE: THE LINK-N-GREENS DRIVEWAY REALIGNMENT IS INCLUDED WITH THE LINCOLN AVENUE CONSTRUCTION DRAWINGS. [11/18/08] The variance request for the driveway spacing has been approved by Traffic with the condition that the additional drivecut align with the golf Course driveway to the south. A letter of intent from the golf course agreeing to the realignment of their driveway will be required prior to the hearing. [8/12/08] The variance request for driveway spacing was denied for the following reasons... Lincoln Avenue is called out as a 4 lane arterial on the Master Street Plan and as development occurs, each property owner is responsible for the design and construction of their frontage to bring it up to standard. The ultimate cross section includes a median to restrict the left turn movements along the street making the current driveways right in, right out only in the future. In addition, we will be consolidating as many of the existing accesses as possible and will not be allowing additional drive cuts to the properties fronting Lincoln. This particular area is going through some major changes in the near future and the new developments coming in will bring more and more traffic. More traffic, bigger streets and higher traveling speeds mean a greater potential for accidents. Pa�c I
