Department: Stormwater-Water-Wastewater Issue Contact: Roger Buffington Topic: Water/Wastewater Number: 60 Created: 6/16/2009 [6/16/09] On Sheet 11, revise plans to include encasing storm sewer joints within 10 feet each side of water main when storm located above or less than 18-inches below water main. R. Sheet 11 now shows the encasing note as requested on all storm drain and water crossings. Number: 61 Created: 6/16/2009 [6/16/09] Has easement been provided for the sanitary sewer and manhole north of Osiander Street? R. A 20' x 20' easement is being dedicated with the plat. Be sure and return all of your redlined plans when you re -submit. Sincerely: Ted Shepard Chief Planner Pane 6 street patch for the entire section and still satisfy the requirements in 25.5.2. We can talk about this more in FC so don't worry about adjusting your design before going to public hearing... we just like to give you an early heads up on this so you can plan your project's true costs in as soon as possible. R. Acknowledged. Thank you. R. At Cajetan Street we now represent a mill and overlay from the outer edge of first cut to the outer edge of the last cut on the Master Improvements Plan. Please reference Master Improvements Plan Construction Note No. 13. Number: 33 Created: 4/29/2009 [6/12/091 [4/29/09] = Scanning issues exist, please see Appendix E6 for all scanning requirements and Jeff County in Tech Services if you have any questions. R. Acknowledged. R. Shear Engineering Corporation has been in contact Technical Services and all Tech Services Plan scanning issues have been addressed. Department: Light & Power Issue Contact: Doug Martine Topic: Landscape Plan Number: 6 Created: 4/13/2009 [6/5/09] In order to not obstruct the street lighting, street trees must be a minimum of 40 ft. from streetlight standards (15 ft. if the tree is an ornamental). RESPONSE: TREES HAVE BEEN ADJUSTED/REMOVED(1 TREE TOTAL) TO MEET THE MINIMUM SPACING. [4/13/09] A landscape plan showing planned electric facilities was sent to BHA Design on 4- 13-09. Street tree locations will need to be adjusted to provide 40 ft. minimum clearance between lights and trees (15 ft. if the tree is an ornamental). Also, all trees must be a minimum of 5 ft. from electric vaults. Department: Traffic Operations Issue Contact: Ward Stanford Topic: Plat Number: 59 Created: 6/15/2009 [6/15/09] Since no Transportation Impact Study was received, please contact Ward Stanford 221-6820, to discuss the extent of the change in unit type to townhomes and the increase in the number of dwelling units versus what is already approved. R. A TIS is not required per Joe Olson. Please see attached email. Department: Stormwater-Water-Wastewater Issue Contact: Wes Lamarque Topic: Floodplain Number: 67 Created: 6/19/2009 [6/19/09] Please label the floodplain on all sheets that the Floodplain is shown. R. Acknowledged. Topic: Stormwater Number: 65 Created: 6/19/2009 16/19/09] The proposed 3:1 side slopes for the detention pond will be granted as a variance. This is due to the pond being temporary. Extra language will be added in the Development Agreement to ensure that the pond is built exactly as designed. Any slopes steeper than 3 to 1 will not be allowed and will have to be rebuilt in the field. Page 5 Topic: Landscape Plan Number: 47 Created: 5/3/2009 [6/12/09] 1 read your response to this comment and need to refer you to your City Planner and the Light and Power Department from here. RESPONSE: ACKNOWLEDGED [5/3/09] Two trees are shown over the Lake Canal box culvert and storm line (NE corner of Redwood and Cajetan). Are these two things low enough to accommodate the trees? Number: 48 Created: 5/3/2009 [6/12/091 [5/3/09] M It might help the scannability/legibility of the plan sheet if you removed all contours and perhaps only showed the contours around the drainage pond and the Lake Canal drainage areas. We can talk about this more in Final Compliance. Topic: Plat Number: 51 Created: 6/12/2009 [6/12/09] The previous r.o.w. to be vacated needs to be shown as "Vacated by Council, reception #....". Please see Technical Services for exact wording and requirements. R. The callout has been added to the plat. As soon as a reception # is known, it will be added to the plat. Number: 56 Created: 6/12/2009 [6/12/09] Please provide a tract table or statement that states who owns and maintains Tract HHH. R. A note has been added to the plat indicating that Tract HHH will be owned and maintained by the Homeowner's Association. Number: 57 Created: 6/12/2009 16/12/09] The plat legend needs to indicate whether the easements (A-F) are existing (and if so, how were they dedicated) or proposed with this plat. R. The plat legend now differentiates between proposed and existing easements. Number: 58 Created: 6/12/2009 [6/12/09] Would prefer to see all easements dimensioned and labeled on the plat itself and not off to the side in a legend with all future plats. It makes it more difficult to determine what is being dedicated. It's not that it's impossible to do, it's just more time consuming and it's much easier to miss an error. Thank you. R. Acknowledged. Number: 69 Created: 6/22/2009 [6/22/09] Please show the neighboring property boundaries and label adjoining properties. R. Acknowledged. Topic: Utility Plan Number: 14 Created: 4/28/2009 [6/12/09] [4/28/09] Sheet 5 - M Please see LCUASS 25.5.2 for street repair requirements and adjust the approximate limits of street cut accordingly. There are a couple of options with the best one to keep the project costs down being this: Continue to show the full depth street patches in the locations shown and do a mill and overlay from the outer edge of first cut to the outer edge of the last cut. This way you won't have to do a full depth Page 4 [4/29/09] 3:1 slopes off the north sidewalk on Osiander requires a variance from stormwater. Typically engineering requires 4:1 unless a flat to nearly flat area of 1-2' is provided at the bow for pedestrian safety. R. After researching the right-of-way and property ownership east of Redwood Street, it has been determined that an offsite easement is not necessary due to the old alignment of Redwood and associated right-of-way was never vacated. Please see the email correspondence with Sheri Langenberger, Engineering, attached to this letter. R. A nearly flat area of 9' plus (exceeding the 1-2' requirement) is provided at the bow for pedestrian safety. A variance request has been added to the drainage report for the 3:1 slopes in the detention pond. Number: 52 Created: 6/12/2009 [6/12/09] The site plan indicates a private access easement between lots 6 and 7; however, the plat is calling it out as a public drainage easement. Which is correct? All plan sets need to match. R. The easement between Lots 6 and 7 is now labeled as an. "B' PUBLIC DRAINAGE, UTILITY, & PRIVATE ACCESS EASEMENT' on the Site Plan, Plat, and Utility Plans. RESPONSE: LABELED AS SUCH ON THE SITE PLAN Number: 53 Created: 6/12/2009 [6/12/091 The utility plans are showing a drainage pan on lot 1. Should this be called out as a drainage easement in addition to the utility and access easement? Otherwise the lot owner can remove this pan whenever he chooses to. R. The easement is now called out as a drainage easement in addition to an access easement. The pan is now entirely within the easement. Number: 55 Created: 6/12/2009 [6/12/09] = Please remove all SDT lines and references where they fall within row. SDT easements lines and dimensions only need to be shown where they fall on private property and must be dedicated as such on the plat. Number: 62 Created: 6/17/2009 [6/17/09] From Technical Services: 1. Plat - Boundary and legal do not close. 2. Plat - Numerous differences between legal and plat. See Redlines. 3. Landscape Plan - Minor line over text (scanning) issues on landscape plan. R. Technical Services comments have been addressed. RESPONSE: REDLINE COMMENT ADDRESSED. SCANNING ISSUES TO BE FURTHER CLEANED UP AT (FC) Number: 68 Created: 6/22/2009 [6/22/09] Please dedicate the alley row as shown in drawing 803 from LCUASS. R. The plat now includes the sight distance triangles as shown in drawing 803. Page 3 Department: Engineering Issue Contact: Susan Joy Topic: General Number: 10 Created: 4/28/2009 [6/12/091 [4/28/09] = Groundwater was found within 5 feet of the existing surface which then requires a Subsurface Water Investigation Report. Please see 5.6.1 of LCUASS and submit the report with the next round of review. This will need to be addressed prior to public hearing only if basements are proposed, otherwise, this requirement can wait until Final Compliance M. R. Basements are not proposed with this Development. A Subsurface Water Investigation Report will be provided at Final Compliance. Number: 13 Created: 4/28/2009 [6/12/09] The Site and Landscape Plan titles do not match the plat. The Utility Plan set is now correct. [4/28/09] The plan set titles need to match the plat. RESPONSE SITE AND LANDSCAPE PLAN TITLES CHANGED TO MATCH UTILITY PLANS Number: 28 Created: 4/29/2009 [6/12/09] Please remove all labeling stating that the sidewalk is "future" or "to be constructed by others". This development is responsible for designing the sidewalk along Block 6 and constructing the sidewalk along the detention pond as discussed in the earlier comment. If moving the pond elsewhere on Block 6, the sidewalk is required where ever the pond is placed. 14/29/09] The sidewalk along the north and east side of Osiander needs to be designed and constructed along the detention pond frontage with this development or at minimum, from the ramp at the intersection of Baum and Osiander to Redwood Street. The final limits will be determined with the final site layout. Also, we'll need to look at the grading on the east side of Redwood on the north end ... you'll want to either grade to accommodate the future street and sidewalk or escrow cash in lieu of to regrade the area at such time the street and sidewalk goes through. This will be addressed in the Development Agreement with requirements that an estimate for our review and approval and the escrow due prior to the first building permit. R. All labels indicating that the sidewalk in Osiander would be "future" have been removed. The sidewalk is shown as being constructed with the project. R. The Sidewalk will be designed and constructed from the ramp at the intersection of Baum and Osiander to Redwood Street. Our Preference would be to accommodate the future Redwood street and sidewalk to the property line now but due to the current FEMA Dry Creek 100 Year floodplain location we cannot. However, Redwood Street has been installed as far as geometrically possible to avoid disturbing the floodplain and matches the future Redwood street grade. RESPONSE'FUTURE' SIDEWALK LABEL REMOVED FROM SITE PLAN. Number: 30 Created: 4/29/2009 [6/12/09] In addition to the comment below, 3:1 slopes are now shown off the back of Redwood. A slope easement and temporary construction easement is required wherever grading is shown offsite or outside of row. A letter of intent from the affected property owner is required prior to hearing.
