All design decisions are and will be made under these principles • The applicant is incorporating changes regarding the original 4-plex head -in parking adjacent to Alley O within BLOCK 7 with newly proposed 4-plex units with garages. (vi) Variances • None (vii) How Conflicts Between Land Uses are Being Avoided • Landscape and buffer requirements will be followed per the approved final plan for Old Town North. (viii) Neighborhood meeting • With the proposed land use the project is subject to a Type I/Public Hearing so a neighborhood meeting is not required. (ix) Project name and previous project names. • Old Town North Final Compliance Plan and Final Plat of Old Town North. Statement of Planning Objectives Page 3 of 3 Buffering: • Not applicable. Landscaping: • The project will meet the requirements of the City of Fort Collins, with the design intent of enhancing the architectural elements of the building and its surrounding spaces. Each unit will be surrounded by landscape where planting space is available. • The project will carry on the overall planned and existing streetscape character with tree lawns and street shade trees (spaced on average of 40' on center). • Tract HHH (drainage easement) and the detention pond in Block b will be vegetated with native seed grasses. Circulation: • Circulation patterns are not expected to change from the approved final plan with this amendment. The current development provides two access points to North College Avenue. • Alleys will be utilized within Old Town North. Alleys allow for narrower streets and improve the visual interest of the neighborhood by reducing driveway curb cuts and street facing garage doors. The alleys will also serve as locations for utilities and ancillary buildings. • The proposed amendment will continue to take advantage of alleys and the narrow local street design criteria, Old Town North SunTerrace Townhomes will be an extension of a pedestrian friendly community. Narrower streets (allowable through the use of alleys) slows traffic and provides a safer crossing for pedestrians. Wetlands and Natural Areas: • There are no existing wetlands or natural areas associated with this amendment. (iii) Proposed ownership and maintenance of public and private open space areas • The open spaces owned by SunTerrace will be maintained by the SunTerrace Townhomes sub -association to the OTN Community Association. Public open spaces do not exist within the project boundaries. • The units are developed and will be initially owned by SunTerrace Townhomes LLC, a single purpose entity. After development and construction, no knowledge of perpetual or subsequent ownership of the units is known. (iv) Estimate of Number of Employees for Commercial and Industrial Uses • Not applicable. (v) Description of rationale behind assumptions and choices made by the applicant • Overall, this project will comply with applicable city standards to create a satisfactory addition to the City. • Per the approved final plan, Old Town North is a community designed under new urbanism and City Plan principles with the underlying goal of creating an affordable Statement of Planning Objectives Page 2 of 3 Statement of Planning Objectives Old Town North SunTerrace Townhomes The proposed project is a 56-unit townhome development to be established through a Major Amendment to the approved Final Compliance Plan for Old Town North. The property is currently zoned Community Commercial — North College (CCN). The project includes a replat of Blocks 6 & 9 of the Final Plat of Old Town North. The replat of Block 9 will create attached single-family lots from the previously defined detached single unit lots found in Block 9. Generally, the proposed changes are located on the east side of Old Town North near the intersection of Osiander Street and Redwood Street in the City of Fort Collins. The 56-unit project is more specifically defined as follows: BLOCK 2 16-Units (per approved PDP (4) 4-plexes) BLOCK 7 8-Units (per approved PDP (2) 4-plexes)* BLOCK 9 8-Units (per approved PDP (2) 4-plexes) BLOCK 9 24-Units (proposed amendment to (4) 6-plexes) 56-Units Total * These units also include a proposed a change from head -in parking to garage Architecture The SunTerrace Townhomes architectural design is consistent with narrow urban houses build throughout the country from the 1850's - 1930's. Form, scale, and classical detailing is similar to those existing on historical buildings in Old Town, Fort Collins. The use of board & batten siding, lap siding, and enhanced cornice details are modern uses of historical elements. Siding colors will be selected by a nationwide color expert, in accordance with the Old Town North Community Association approved options. The overall conceptual design was reviewed and approved by the OTN HOA Architectural review consultant, Greg D. Fisher, Architect, as being "a welcome addition to Old Town North" subdivision. (i) Statement of appropriate City Plan Principals and Policies The proposed project is consistent with the City's Comprehensive Plan as per the following • Old Town North SunTerrace Townhomes is being developed as a Major Amendment of an approved site development plan. The project will comply with City Code and will remain consistent with the current approved site development plan. • Development of the project is tentatively scheduled to begin in the fall -winter of 2009. (ii) Open Space, Buffering, Landscaping, Circulation, Transition Areas, Wetlands and Natural Areas Open Space: • The open space remains unchanged from the approved final plan.
