clarify last paragraph of Page 2. These features are not in the floodplain or floodway, and
that should be the rationale as to why the current effective hydraulic model does not need
to be revised.

2. Please add a statement to the 3rd sentence in the paragraph on Page 3 that mentions
compliance with the requirements of Chapter 10 of the City of Fort Collins Municipal Code
-- floodplain management.

04/18/2011: According to Section 2.3.2(H)(3)(5) of the Land Use Code, "the overall
development plan shall show the general location and approximate size of all natural
areas, habitats and features within its boundaries and shall indicate the applicant's
proposed rough estimate of the natural area buffer zones as required pursuant to Section
3.4.1(E)." Staff appreciates the applicants inclusion of the Larimer Canal No. 2 wildlife
corridor and delineated wetlands shown on the amended ODP application, but let's go
ahead and include the Natural Habitats Buffer Zones included within the current Grove
PDP process (pending approval) and label all of the areas as Natural Habitat Buffer Zones
(excluding the delineated wetlands - those should remain as a separate legend item).
Accordingly, if there are any projected natural habitat buffer zones (beyond the areas
currently labeled and those requested to be added above), these should also be added to
the ODP.
The buffer zones for the current Grove PDP application are indicated on the CSURF ODP. The
layout of the current PDP is included on the ODP so that it is clear how the buffer zones relate to
the wetlands north of the project and the wildlife corridor adjacent to the Larimer Canal Number 2,
as well as how the buffer zones interface with the project boundaries. In addition, a 100-foot buffer
zone is shown along Spring Creek. Spring Creek is the only other City mapped natural area that
occurs within the boundaries of the ODP.

04/18/2011: Please add a note on the Overall Development Plan sheet to read as follows,
"Please see Section 3.4.1 of the Land Use Code for allowable uses within the Natural
Habitats Buffer Zone." In addition, please feel free to reference Section 2.3.2(H)(3)(5) to
reiterate the areas delineated on the ODP are rough estimates of existing Natural Habitat
Buffer Zones and that these areas will be delineated in greater detail on individual PDPs for
the respective parcels.

Responses to City staff and outside reviewing agencies comments regarding the Amended CSURF
Centre for Advanced Technology Overall Development Plan follow:

04/18/2011: The Amended ODP complies with the criteria set forth in Section 2.3.2(H) of
the Land Use Code with the following exception:
Subsection 2.3.2(H)(4) with regard to transportation connections to adjoining properties
in such manner as to ensure connectivity into and through the overall development plan
site from neighboring properties for vehicular movement.
The applicant for the Amended ODP requests Alternative Compliance to Section 3.6.3
Street Pattern and Connectivity Standards for the purposes of: 1) eliminating the
Northerland Drive local street connection between Rolland Moore Drive and Gilgalad Way;
and, 2) not providing a street connection from Rolland Moore Drive across the Larimer
No. 2 Canal to vacant property to the south. The applicant's reasons have been provided
and are being reviewed by City staff.

04/19/2011: The Master Street Plan refers to only one type of collector roadway (collector
2 lane). As the ODP indicates collector streets as "minor collector" and "2-lane collector",
this may imply that there are intended differences between these streets in the master
street plan, which isn't necessarily the case. Rather than providing these additional
descriptors to the collector streets shown in the ODP, it would be preferred if these streets
were all just indicated as Collectors.
Streets have been labeled as Collector as requested.
