could further exacerbate this problem (how is roof drainage proposed to be routed to the
underground drain and what is the purpose of the 2' metal sidewalk chases in the proposed
sidewalk between the south property line and the proposed structure?)
• While I recognise the height of this wall is less than that requiring a certification from a
structural engineer, the retaining wall cross-section A -A does not provide construction details of
the proposed retaining wall: toe, footing, basecourse, `deadman' supports, batter, etc.
• Construction Notes: A. Grading and Erosion Control Notes: 2. States: `There shall be no
earth -disturbing activity outside the limits designated on the accepted plans'; I do not see this
boundary (or `daylight line') on the plans; I do not see how the retaining wall can be constructed
without grading disturbance on the 625 S. Meldrum property
Despite our recent communication, I feel there are important aspects of your project we have not
yet been made fully aware of. As such, I am unable to grant you any access/construction letter
until your proposal has been investigated further and any impacts on our property fully
understood.
My brother will attend the February 13 meeting on my behalf as I am still overseas.

CROSS SECTION A -A
Cross Section A -A is illustrated on the plan immediately adjacent to the part of the house that is
approximately 3' from the property line.
I have the following concerns with a 2 '/z' foot timber retaining wall supporting a drainage swale
and sidewalk within +/- 3' of the existing house at 625 Meldrum:
• Timber walls are subject to rot, particularly with a drainage Swale, irrigation, heavy planting
in swale on top of wall
• Planting of Blue Chip junipers adjacent to the house will trap litter, debris potentially
blocking flow in the swale resulting in overtopping into the 625 property
• Improperly applied/maintained irrigation will further introduce moisture resulting in
increased potential for rot
• A compromise/failure of the wall will result in soil, debris from the wall and drainage swale
sliding into 625 S. Meldrum property
• Significant access/disturbance on 625 S. Meldrum property appears to be required if
reconstruction/maintenance needed (proximity of proposed structure to property line does not
appear to allow adequate space for equipment access, excavation, debris removal, wall
reconstruction solely on the 621 S. Meldrum property)
• The swale on top of the timber retaining wall appears to have very little freeboard from the
top of the retaining wall; any maintenance issues including rubbish, leaves, snow/ice will result
in drainage into our property and against our existing house

However, after reviewing documents posted on the City of Fort Collins website for the February
13 Neighborhood meeting, I saw the following detail (Detail A -A) on Sheet C3 of the plans
prepared by Northern Engineering:

Thanks for your message a few weeks back.
I was preparing to write a letter in response to your voice message.
However, we have since received a notice for a neighborhood meeting on February 13 regarding
your project. After viewing documents on the City of Fort Collins website in regard to the
February 13 hearing, I see that a 1 — 2.5' wooden retaining wall is proposed on the property line,
within 3' of the house at 625 S. Meldrum. A drainage swale and sidewalk is proposed above this
retaining wall. This was not revealed despite my queries about grading/retaining wall impacts to
my property at 625 S. Meldrum.
In my response to your initial request for a construction easement on our property, I had asked
for details of the construction activity proposed and enquired about the retaining walls and
grading `daylight lines' proposed. You had forwarded an email from your engineer stating "the
proposed grading design ties into the existing grades at the property line. Therefore, there is no
grading activity proposed on Mr. Skowron's property." There was no mention of the retaining
wall despite my request for these details. The following is the detail you sent me regarding the
proposed fence on Sheet 1 of 2 of your site plan:
