Hello Brad, I received the sketch. Normally I would run this by Marc Virata, our civil engineer, but he is tied up today with
the attorney from Choice Center Apartments finalizing their Development Agreement. He should be available on Monday.
Adding the diagonal parking (and one space for bikes) is very positive. I did note, however, that the sidewalk transitions
from detached to attached as it moves from east to west thereby creating space for the proposed outdoor patio. The
standard is for the sidewalk to be detached continuously which also provides for uniformity for street trees in the parkway.
But we can have a discussion as to the pros and cons with Engineering and Transportation Planning based on the unique
circumstances of the site and building placement.

Attached is a preliminary engineering drawing for proposed parking and sidewalk improvements to 220 E. Olive Street.
The net result is 10 new on -street parking spaces on Olive Street (including one handicap and one proposed for a full-
sized bike rack) and one new on -street parking space on Mathews (also proposed for a bike rack).
Let me know if you have any questions or comments, or would like to sit down and review.

Hi Brad,
I'm following -up from our meeting last week as City staff has had -the chance to review the proposals under your "sketch
plan". We'd like to pass along the following feedback as a result for your thoughts and consideration. I'm indicating this in
outline form below for perhaps ease of description purposes. My apologies if this appears too formal as a result:
1. Bike racks
a. The concept of the placement of bike racks on Olive Street and Mathews Street were met with general
support
b. No details would need to be provided on a plan set for these.
c. A note on the plans should be provided with language stating to the effect that the bike rack placement
and design shall be coordinated with DK Kemp (416-2411) through the Bike Facility and Program
Sponsorship and Advertising Policy.
d. You'll want to coordinate with DK Kemp in terms of any costs that might be associated for the bike racks.
e. The bike rack shown on Mathews Street should be moved one spot to the north as a handicap parking
stall should be provided in the currently proposed bike rack location (leads to next item)
2. Handicap Parking
a. Mathews Street
i. A handicap parking stall is needed per Randy Hensley (416-2058) at the location where the bike
rack is presently situated.
b. Olive Street
i. The handicap parking space shown will need to move to the west approximately 1 space over (I'm
unable to give an exact distance at this time as the Traffic Operations Engineer is out of the office
this week) in order to address a concern of this parking in being too close in proximity to the
crosswalk (and resulting in backing maneuvers onto the crosswalk)
ii. The moving of the parking space to the west would also perhaps serve better for the next item
below as the lack of existing curb, existing grades, and moving away from the inlet and tree would
make implementation of an access ramp easier.
c. Access ramps are needed directly in front of the striped out areas for both Olive and Mathews to allow
direct wheelchair access without needing to use the access ramps at the Olive and Mathews intersection.
3. Outdoor dining/future patio
a. Plan indication
i. The plans submitted to the City should not show the future patio as it is reviewed and evaluated in
conjunction with an application for outdoor dining through the Engineering Department (Tracy
Dyer at 222-0855) rather than through the plan review process.
ii. The plans submitted to the City should show the area currently indicated as a "future patio" as part
of the concrete sidewalk network for now. This would mean that it would need to be designed
such that there is no change in grade occurring from this area compared to the rest of the
sidewalk system. A concrete slab with partial elevation from the rest of the sidewalk would not be
allowed to be indicated with the plan set.
b. Outdoor dining permit and process
i. Tracy Dyer indicated that the building of a concrete deck as part of the outdoor dining permit
process would not be allowed.
ii. The implementation of outdoor dining would need to utilize the existing sidewalk grade to establish
the outdoor dining. If this proves to be problematic, options may potentially be considered, such as
the placement of a wooden deck.
iii. Any outdoor dining ultimately approved through this process would require 9.5 feet of sidewalk
Width clear instead of the indicated 7 feet due to the concerns of vehicle overhang onto the
sidewalk making the effect width much less than the original 7 feet proposed. 9.5 feet helps
ensure that the 7' of clear space is maintained when vehicles overhang onto the sidewalk.
Again let us know your thoughts and concerns on these items. You may wish to contact DK, Randy, and Tracy for more
detail thoughts or concerns on the bike parking, handicap parking, and outdoor dining, respectively.
