Jon Sweet presented the latest plans for the Choice Center Development. They are currently in final design for the site. 2. Their plan is to move forward with FEMA CLOMR submittal based upon the current FEMA floodplain and model. Nolte is doing the floodplain modeling and CLOMR submittal. 3. A drainage channel is proposed along the east side of the BNSF RR along the entire Choice Center property north of Spring Creek. As part of the CLOMR, the limits of the FEMA floodplain and floodway will be revised to within the drainage channel. 4. It appears that the Choice Center grading for the drainage channel will extend all the way to the west property line which is the BNSF RR right of way. This is also the east side of the BRT corridor. 5. Steve commented that the City has submitted a letter to FEMA re: the embankment certification issue and it was Steve's understanding that the City plans to submit the LOMR for the Spring Creek channel improvements in the next 30 days. 6. Jon commented that, if the City's LOMR is accepted by FEMA, it will allow them to reduce the size of the drainage channel significantly. 7. Steve presented preliminary plans for the Mason BRT Project in the vicinity of Choice Center. A retaining wall is proposed along the east side of the BRT along the BNSF ROW. Steve feels that the retaining wall can be designed to accommodate the proposed channel grading. 8. A minimum 1.0 foot permanent easement is proposed along the east side of the BRT on the Choice Center property within the limits of the channel grading to accommodate a major City L&P electrical duct bank as well as telephone and other utilities. Ted Shepard noted that, depending upon the timing, the City would typically require the developer to dedicate the utility easement as part of the platting process. 9. The existing duct bank is located under/behind the proposed retaining wall and City UP has expressed a need to relocate it. Mike and Steve have a meeting scheduled with City L&P and will discuss the easement requirements, access and any issues associated with being located on the slope of the channel. Steve noted that it may be necessary to revise the grading to provide a level area within the limits of the easement. 10. The BRT plans also show property acquisition for two 50 wide water quality ponds along the east side of the BRT overlapping the Choice Center drainage channel. However, the BRT design consultant (FHU) is investigating options for eliminating the WQ ponds in lieu of stormceptor devices, or by conveying the runoff further south and constructing a pond on City property at Spring Creek. 11. Steve expressed concerns re: the BRT contractor's ability to construct the retaining walls once the drainage channel is in place. Depending upon the timing of the two projects, it may be possible to advance the construction of the walls concurrently with the grading of the Choice Center property. 12. Steve noted that the City is advancing the design of the NRRC pedestrian project to the south at Whole Foods. Steve has been directed to expedite the property acquisition in this area including the utility easements along the Choice Center property. Ted recommended that Steve touch base with the property owner (Olsen) to coordinate the two projects and start the property acquisition/dedication process.
