On Thursday, January 17, 2013, beginning at 6:00 p.m., in City Council Chambers, City Hall,
300 LaPorte Avenue, the Planning and Zoning Board of the City of Fort Collins will hold a public
hearing regarding a request for a Site Plan Advisory Review for the Platte River Power
Authority's request to construct a concrete wall around the Timberline Substation.
Platte River Power Authority (PRPA) proposes to construct a 12-foot tall, colored concrete wall
around two existing electric substations: Dixon Creek and Timberline Substations. The Dixon
Creek Substation is located at the west end of Drake Road on the west side of Overland Trail.
The Timberline Substation is located in the southwest corner of Prospect Street and Timberline
Road in east central Fort Collins. Please see the enclosed vicinity maps for each of the
substation sites.
As the project is proposed by a public utility, the Planning and Zoning Board has the authority to
review the project for its location, character and extent. As proposed, the new walls would
completely surround the facility and would be up to 12' in height. The walls will replace the
existing chain link fence. The wall will be constructed of colored concrete blocks manufactured
in Denver that interlock to form a wall designed to withstand 105 mph wind loads. Photo
simulations and plan sets for the proposed walls are available, along with the staff report, on the
Planning and Zoning Board's website at fcgov.com/cityclerk/planninq-zoninq.php. Please note
that PRPA has erected a scaled -down sample of the proposed wall at the northeast corner of
the Dixon substation, if you would like to get a feel for what the proposed walls would look like.
At the hearing, you will be given the opportunity to state your views about the proposed walls.
You may find it helpful to review the Citizens' Role in Development Review Guide, available at
fcgov.com/citizenreview. This guide may aid in understanding your role in the development
review process and how to provide effective input at the January 17 hearing.
Finally, the notification mailing list is derived from official records of the Larimer County
Assessor. Because of the lag time between occupancy and record keeping, or because of rental
situations, a few affected property owners may have been missed. Please feel free to notify your
neighbor of this pending meeting so all neighbors may have the opportunity to attend. If you
