build the extension. The rock road will serve as a good perimeter protection and ensuring that

Soil Improvement: Since landscape areas in grass cover will be retained applicability of this
note to cultivate and incorporate organic matter could only pertain if areas were to be seeded
or reseeded.
Inspection of street trees by City Forester: Since there are no street trees or trees to be
planted on City property this requirement would not pertain to this project.

08/20/2012: The existing security beam pedestals and conduit must be protected and
unobstructed during construction. Installation of a swale along the east side of the site
(between the control house and fence) is suggested. The elevation of the site east of the
control house is at a higher elevation that could be lowered, eliminating the need for a culvert in

Ponderosa Pine and Pinon pine have susceptibility to Mountain Pine Beetle. Pinion is also
bothered by insects that damage the new growth.
These are other conifer trees to consider for use at the Dixon Creek Substation.

09/05/2012: Please provide a combined site and landscape plan for each site. I will send you
an example set of plans to help illustrate what can be recorded. Future plans will need to be
reviewed by Jeff County to ensure they can be recorded; please include a signature block and
notes highlighted by other staff members on the plans.
In addition, the following notes should be added:
The soil in all landscape areas, including parkways and medians, shall be thoroughly loosened
to a depth of not less than eight (8) inches and soil amendment shall be thoroughly
incorporated into the soil of all landscape areas to a depth of at least six (6) inches by tilling,
discing or other suitable method, at a rate of at least three (3) cubic yards of soil amendment
per one thousand (1,000) square feet of landscape area.
The developer shall contact the City Forester to inspect all street tree plantings at the
completion of each phase of the development. All trees need to have been installed as shown
on the landscape plan. Approval of street tree planting is required before final approval of
each phase. Failure to obtain approval by the City Forester for street trees in a phase shall
result in a hold on certificate of occupancy for future phases of the development.

12/26/2012: The revised plan does add more native material to the east, northeast, and
southeast corners of the project and a simulation has been provided. The constraints have also
been added to the site plan.
However, Section 3.2.1(D)(3) of the Land Use Code requires minimum tree diversity
specifications — when you have between 10 and 19 trees, no single tree species can constitute
more than 50% of the tree quantities. In this case, Pinyon Pine is 80% of the trees specified.
Can Rocky Mountain Juniper or Colorado Spruce be added to reduce this percentage and
increase the site's tree diversity?
09/04/2012: Dixon Substation - at the neighborhood meeting, there was extensive discussion
surrounding landscaping on the east side as well as the northeast and southeast corners to
screen the property. One suggestion was also to add boulders to the corners and the front in
order to blend the wall better into the site. Another suggestion was that additional landscaping
should be provided on all sides of the project and not just the east. Please provide a revised
landscaping plan that includes the following:
-Additional landscaping, e.g., evergreens, specifically at the SE and NE project corners.
-Additional landscaping on the west side of the project. Alternatively, could you provide a
rendering of the view to the west side of the wall to indicate that slopes or other features would
allow the wall to blend in as it is. .
-Clarify where the constraints are on the site, e.g., where the overhead transmission lines
prevent the planting of large trees.

I am okay with the wall installation location provided it is installed in the location shown on the
Google map provided.
The paper plans that just show the site need to show where the wall is to be located in
reference to adjacent property lines and Timberline Road needs to be shown and labeled on
the plans. Also need an address and legal description on the plans. Timbelrine Road has
been shown and labeled on plans reviewed 12/28/12. Neither an address or legal discription
has been shown on the plans yet.

issues with the wall location.

1. Overland Trail needs to be identified and labeled on the plans. This has been done and
is shown on submittal reviewed 12/28/12.
2. Need an address and legal description on the plans. 12/28/12 - This has not been done.
