He has completed numerous residential, civic„ institutional, and commercial projects in a career spanning over 3o years. Y. / t3 With OZ since 1974, Jim's recent efforts include Denver's Blair- Caldwell African American Research Library and a number of environmentally -designed residential buildings at Highlands' Garden Village, a national award -winning projec. located University of Michigan, in northwest Denver. Jim has a special interest in sensitive retrofit of historic Master of Architecture with buildings for universal access, and has worked on the rehabilitation of such Distinction,1973 landmarks as the Buerger Brothers Lofts and the Elitch Gardens Theater. The workmanship of the house varies. While the original structure is mostly suffering from neglect, the workmanship of the garage is poor, with inconsistent details, such as varying fascias in differing locations. Feeling. The feeling that is expressed by this house is one of confusion. It does not convey the consistency of having been built at a particular time because the cottage part sends one message, while the large garage sendsanother. The combination of styles only adds to the confusion. A few additional items should be pointed out. The Staff Report of November 9"t has some confusing language in it. Regarding the garage, there seems to be a description of a totally different building that refers to a "central bell -cast hipped dormer and its unusual 3.5-light window; the front porch shed roof, with squared posts and noteworthy curved braces; and the striking carved rafter tails under the eaves. Additionally, the front elevation contains a pair of large windows with very unusual io over i lights, in curved surrounds.` All of this description has nothing to do with this structure but gives a sense of much more richness being present than there actually is. Atthe Commission hearing on November?, one of the commissioners said that unlike Denver, Fort Collins does not have as many "high style" examples of the various building styles, and that lesser examples should be considered for landmark status. My experience of Fort Collins does not indicate that. There are wonderful, very strong examples of landmark quality structures within the City, and I do not believe that a structure such asthis one should be designated a landmark when it falls so far short of the quality that exists in the City and that should be readily apparent in a landmark structure. Finally, I believe that designating a structure like this will not only set a bad precedent but will cause confusion with the general public. The public has a rightto expect that buildings designated as landmarks should dearly standout as fine examples of design and construction. Unfortunately, the residence at 3.3o5 S. Shields does not come dose to meeting such expectations. Shields Street Mr. Bailey, The residence at a3o5 S. Shields Street should not be declared a City of Fort Collins Landmark because the structure does not meet the necessary criteria. Using the definition of exterior integrity from Section 24, the City's Landmark Ordinance, which is based on the National Park Service Secretary of Interiors Standards, there are seven aspects of integrity that a decision is to be based on: location; setting; design; materials; workmanship; feeling; and association. My analysis will focus mainly on "design" with brief comments about workmanship', and "feeling". Design. The design of the house has been classified in the Staff Report of November g, 2022 as an "historic shingled Cape Cod house with shingled historic attached garage' and further: "The house is a two-story Cape Cod dwelling, featuring Tudor Revival elements.' The fact that both styles are present in the design of the house points out one of the significant weaknesses of the design: it is not a good example of either style, nor does the combination of the two styles create a successful eclectic design. At the Landmark Preservation Commission Meeting of November g, 2022, one of the commissioners said that the design was "Tudor" rather than "Cape Cod', pointing up the fad that the house does not clearly convey what style it is, and that it is, in fad, a confusing design, not a landmark quality example. While Cape Cod comes from the Colonial Revival Style, which extends from the "classical" tradition, Tudor Revival emerged from the Gothic Tradition in England and has a much more vertical emphasis. Combining these two directions in one structure does not lead to exterior integrity. A very significant component of the design that further negatively impacts the integrity of the design is the large shed dormer on the front of the house. Cape Cod style houses generally have small gabled or hipped dormers on the front that contain vertically oriented windows. This can also be true of Tudor Revival Style houses. However, for both styles, a utilitarian shed dormer like the one on the front of 2305 Shields would generally be placed atthe back, or possibly on the side, but not on the front. In addition, the dormer at 23o5 contains horizontally oriented windows, which are inconsistent with the design of the other windows on the front of the house. The Secretary of Interiors Standards indicatesthat additions to landmark structures should be compatible and, quoting the staff report, "placed on a non -primary elevation". The two car garage that was added to the original house is not compatible and is extremely damaging to the exterior integrity of the structure. What was originally a small cottage has been doubled in size bythe addition of this very utilitarian garage with little if any architectural character. In addition, since the house is located on a comer, the garage Is placed directly on a street front, clearly primary elevation. If the original cottage, without the garage, was located in a landmark district, and the property owner requested adding this type of garage in this location, I very seriously doubt that the Landmark Preservation Commission would allow it.
