Why does the developer have to go to the City at all? What is it about this project, this property, or this zoning that makes it necessary for the developer to submit a plan and get approval from the City? 10. How is a "transitional zone" defined? Does the fact that some multi -family projects could be appropriate in a transitional zone necessarily mean that all multi -family projects (regardless of size, density, intensity of use, etc.) are necessarily consistent with a transitional zone? 11. How has the City traditionally viewed this piece of property, and what did the City envision for this property if redeveloped? 12. How is "neighborhood compatibility' defined? What types of projects have or have not been approved recently where "compatibility" with the existing neighborhood was an issue? 13. What is the affect of the historic landmark review on the two properties, and what is the process from this point forward with Landmark Preservation Commission or City Council? 14. How does the City view the two affected neighborhoods (Springfield Road and Bennett Road), and does the City have any concerns or reservations about the compatibility of this type of project with these neighborhoods? 15. With the understanding that very little is known about this project so far, does the City have any specific concerns or reservations with respect to water/drainage, zoning, traffic, parking, density and/or intensity of the anticipated use of this project? 16. What is the affect (if any) of the proximity of the proposed development to Bennett Elementary School, and does the City have any concerns or reservations about this type of use near Bennett Elementary School? Although I have only spoken with a few of the neighbors/affected property owners, some of the questions I have heard voiced include: 1. What specific zoning and/or mini -comprehensive plans apply to this property? 2. What (if anything) can be built "as a matter of right", and what aspects or elements of a proposal make it necessary to go through the City approval process? 3. What specifically is the City's approval process for this type of project, including both the various steps/elements as well as time frames or deadlines? 4. What happens after a staff recommendation is made? Does it automatically go to planning and zoning and/or (after that) City Council? S. What is the nature and scope of the review at each subsequent level? 6. What are the specific criteria the City staff will use to evaluate this project, and where is this information set forth? 7. What are the elements/required components that must be (or may be) included in the City's analysis (i.e., parking, drainage, traffic, landscaping and design elements, etc). Are all elements automatically included, and/or what is the process to request that these be included? 8. Is this property in a flood plain or Flood zone?
