CONCLUSIONS This study assessed the impacts of the 808 West Prospect Residential development on the short range (2006) street system in the vicinity of the proposed development. As a result of this analysis, the following is concluded: The development of the 808 West Prospect Residential site is feasible from a traffic engineering standpoint. At full development, the 808 West Prospect Residential development will generate approximately 140 external daily trip ends, 11 external morning peak hour trip ends, and 13 external afternoon peak hour trip ends. Currently, the key intersections operate acceptably with current control and geometry. In the short range (2006) background traffic future, the key - intersections will operate acceptably. In the short range (2006) future, given full development of the 808 West Prospect Residential development and an increase in ' background traffic, the key intersections will operate acceptably. The short range (2006) geometry is shown in Figure 9. - Acceptable level of service will be achieved for bicycle and transit modes based upon the measures in the multi -modal transportation guidelines. Acceptable level of service for some pedestrian factors cannot be achieved in this area of Fort Collins. 19 IBicycle Level of Service Based upon Fort Collins bicycle LOS criteria, there are no destination areas within 1320 feet of the 808 West Prospect Residential development. The bicycle LOS worksheet is provided in Appendix F. Transit Level of Service This area of Fort Collins is served by Routes 2, 7, 62, and 63. All of these routes are within 0.25 miles of this site. The Fort Collins Transit System Map shows that Shields Street will be a high frequency corridor with 20 minute service. Shields Street is more than 0.25 miles from this site. Appendix F contains a transit worksheet for the four specific transit destinations mentioned in the "Multimodal Transportation Level of Service Manual." Background traffic projections for the short range future horizon was obtained by reviewing the NFRRTP and various traffic studies for other developments in the area. Trip Assignment Trip assignment is how the generated and distributed trips are expected to be loaded on the street system. The assigned trips are the resultant of the trip distribution process. Figure 7 shows the site generated peak hour traffic assignment. Figure 8 shows the total (site plus background) short range (2006) peak hour traffic at the key intersections. Operation Analysis Capacity analyses were performed at the key intersections. The operations analyses were conducted for the short. range analysis, reflecting a year 2006 condition. Using the traffic volumes shown in Figure 6 and the existing geometrics, the key intersections operate in the short range (2006) background traffic future as indicated in Table 3. Calculation forms for these analyses are provided in Appendix D. The key intersections operate acceptably during both the morning and afternoon peak hours. Using the traffic volumes shown in Figure 8, the key intersections operate in the short range (2006) total traffic future as indicated in Table 4. Calculation forms for these analyses are provided in Appendix E. The key intersections operate acceptably during both the morning and afternoon peak hours. The short range (2006) geometry is shown in Figure 9. Pedestrian Level of Service Appendix F shows a map of the area that is within 1320 feet of the 808 West Prospect Residential development. There will be two pedestrian destinations within a quarter mile of the 808 West Prospect Residential development. These are 1) Colorado State University and 2) the various residential uses south of Prospect Road. This site is in an area termed "Pedestrian District." The minimum level of service for "Pedestrian District" is A for all measured categories, except for street crossings which is B. The site plan shows a pedestrian/bicycle connection to the north that will provide access to Colorado State University. As indicated on the Pedestrian LOS Worksheet, the minimum level of service for some categories cannot be achieved for destination area 2. PROPOSED DEVELOPMENT The 808 West Prospect Residential development is a proposed student efficiency apartment development, located east of Shields Street and north of Prospect Road in Fort Collins. Figure 4 shows a site plan of the 808 West Prospect Residential development. The short range analysis (Year 2006) includes development of the 808 West Prospect Residential site and an appropriate increase in background traffic. Since this is an intermediate level transportation impact study, a long range analysis is not required. The 808 West Prospect Residential development will consist of 70 townhome dwelling units with an average of 2 persons per dwelling unit. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. Trip generation information contained in Trip Generation, 7"' Edition, ITE was used to estimate trips that would be generated by the proposed/expected uses at this site. Table 2 shows the expected trip generation on a daily and peak hour basis. It should be noted that since this is a student oriented residential development, most students will walk or bike to class daily. Therefore, a 60 percent reduction was taken for alternative modes travel. This is lower than the alternative mode reduction used for the CSU student housing just to the northwest of this site. The existing roadways in the area also play a role in developing the trip distribution. Figure 5 shows the trip distribution used for the short range (2006) analysis future. The trip distribution is for the automobile trips that would likely occur. Using the peak hour traffic shown in Figure 3, the peak hour operation is shown in Table 1. Calculation forms are provided in Appendix C. A description of level of service for signalized and unsignalized intersections from the 2000 Highway Capacit Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. The key intersections operate acceptably during both the morning and afternoon peak hours. Pedestrian Facilities Sidewalks exist along all streets. Bicycle Facilities There are bicycle lanes along Shields Street. There are no ' bicycle lanes along Prospect Road east of Shields Street. Due to the width of Prospect Road, bicycle lanes cannot be incorporated into the current cross section. Transit Facilities This area of Fort Collins is served by Routes 2, 7, 62, and 63. EXISTING CONDITIONS The location of the 808 West Prospect Residential development is shown in Figure 1. It is important that a thorough understanding of the existing conditions be presented. Land Use Land uses in the area are primarily institutional and residential. The proposed 808 West Prospect Residential site is surrounded by residential uses and CSU related land uses. Streets The primary streets near the 808 West Prospect Residential site are Shields Street, Prospect Road, and Prospect Lane. Shields Street is west of the 808 West Prospect Residential site. It is a north -south street classified as a four -lane arterial on the Fort Collins Master Street Plan. At Prospect Road, Shields Street has northbound and southbound left -turn lanes, two travel lanes in each direction, and northbound and southbound right -turn lanes. The Shields/Prospect intersection has signal control. The existing speed limit in this area is 35 mph south of Prospect Road and 30 mph north of Prospect Road. Prospect Road is south (adjacent) of the 808 West Prospect Residential site. It is an east -west street classified as a four -lane arterial on the Fort Collins Master Street Plan. At Shields Street, Prospect Road has eastbound and westbound dual left -turn lanes, two travel lanes in each direction, and a westbound right -turn lane. The existing speed limit in this area is 35 mph. Adjacent to the site, Prospect Road has two eastbound lanes and two westbound lanes. All turns are made from through travel lanes. Prospect Lane is directly across Prospect Road from the proposed 808 West Prospect Residential site. It is a north -south street classified as a local street on the Fort Collins Master Street Plan. At Prospect Road, Prospect Lane has right -turn and left -turn movements combined in a single lane. The Prospect/Prospect Ln. intersection has stop sign control on Prospect Lane. Existing Traffic Recent peak hour traffic volumes are shown in Figure 2. The counts at the key intersections were obtained in April 2004. Raw count data is provided in Appendix B. In the afternoon peak hour in the westbound direction, the "delta" between the counts was significant. Therefore, an adjustment was made to bring the "delta" in -line with the others. The adjusted recent peak hour traffic is shown in Figure 3. z I. INTRODUCTION This intermediate transportation impact study addresses the capacity, geometric, and control requirements at and near the proposed 808 West Prospect Residential development. This development is intended to have efficiency apartments geared toward CSU students. The 808 West Prospect Residential development is located east of Shields Street and north of Prospect Road in Fort Collins, Colorado. During the course of the analysis, numerous contacts were made with the project planning consultant (Eastpoint Studio LLC) and the Fort Collins Traffic Engineering Staff. The Transportation Impact Study Base Assumptions form is provided in Appendix A. This intermediate transportation impact study generally conforms to the format set forth in the Fort Collins transportation impact study guidelines. The study involved the following steps: - Collect physical, traffic, and development data; - Perform trip generation, trip distribution, and trip assignment; Determine peak hour traffic volumes; - Conduct capacity and operational level of service analyses on key intersections; - Conduct level of service evaluation of pedestrian, bicycle, and transit modes of transportation. 1 LIST OF FIGURES Figure Page 1.
