It is not entirely clear the extent of the improvements at the entrance of the building. Please provide more labeling of the plaza, steps, seat walls, door, utility room, ramps, planters and retaining walls. It is not clear if the entrance is sufficiently prominent given the size and scale of the building. Perhaps a detail of this area would be helpful. 2. There is a concern that the entry does not face Prospect, but, rather, the side lot line. This entrance should face the street. Comment from Light and Power: Be sure to clearly label the location of the transformer. Be sure and return all of your redlined plans when you re -submit. Your report states that "silt fencing will surround areas of the proposed construction", yet the plan indicates silt fencing only along Prospect. What is protecting the properties to either side and the rear? What is the protection during utility line installations on Prospect, the storm sewer, and the sanitary line to Lake? Your schedule indicates the tracking pad to go in a month after construction begins. Isn't this a little late? How is the pond to be utilized as a sediment trap, by overexcavation or outlet protection? Please add details to the plan to explain your intention. The revegetation costs in your cost estimate need to be revised to the current $775/acre for less than 5 acres, $725/acre for more than 5 acres. As with all variances to the street standards, the variances granted for this project are based on the particular situation under design and the judgment that we (the designer and the City) apply to determine whether there is a public safety concern. The variances for this project in no way set any precedence for relaxing these standards on other projects without complete analysis and justification. The statement in the Criteria Manual referring to 18-inches with a variance is for commercial uses where no overnight parking would occur. In this case, overnight parking would occur. In order to give approval for this variance request, the parking stalls that are exceeding 12-inches of detention depth will need to be signed stating that this area is a flooding zone up to 1.3 feet in depth. The maximum allowable depth for detention in a parking lot is 12-inches, which is being exceeded. Please revise. [5/21/04] Comment from Tom Reiff:[5/19/04] The submitted TIS is incorrect in stating that there are no bicycle destinations within a quarter mile. According to the City's Level of Service (LOS) Manual, public schools are considered a destination which includes CSU. Since there are no on -street bike lanes connected to this site to satisfy the LOS, it would be acceptable to allow the proposed path connection to Lake Street and its bike lanes to satisfy the bike LOS to CSU. However, it must be designed to City standards so it can safely accommodate both bikes and pedestrians.
