or calculated the area of the front yard yet, but will do so by March 21 st. The regulation that
limits the amount of front yard area that can be devoted to parking to not more than 40% is a
Municipal Code regulation, not a Land Use Code regulation. That section of the Municipal Code
is administered and enforced by the Neighborhood Services Department. They will be asked to
determine what the `front yard' area is and if the plan complies with the regulation.
2. How was the area determined, specifically related to the curvature of the lot where it meets the
cul-de-sac circle? Was the cul-de-sac frontage measured as a straight line or curvature?
Neighborhood Services will make the determination of how the area is calculated. I would
assume that the frontage will be measured along the length of the front lot line, which does follow
the curvature of the cul-de-sac.
3. Where is the 19' depth for parking spaces measured from? Does the measurement start at the
sidewalk, the asphalt? The applicant's site plan that was submitted for review doesn't show the
required parking stall dimensions, so at this point we don't know what they're including as being
19', and they'll have to provide that information in an amended submittal. The intent of the code
is to ensure that cars parked in the driveway don't overhang the public sidewalk. Therefore, the
spaces need to be at least 19' in depth, beginning at the inside edge of the sidewalk.
4. Must the entire width of the parking spot be 19' deep? A legal size parking stall for residential
uses must be at least 8.5' wide. The required width must be for the entire depth of the stall.

obstructions that may prevent vehicles from using the entire depth.
. Are driveways allowed to be at a right angle to the curb, or must they have outward "bent comers"
where they meet the curb? The driveway may intersect the curb without "bent corners" or
curve radii, especially since this driveway intersects rollover curb.
. Does this PDP include an extension to the left side of the driveway? Yes, it does appear that the
PDP contains an extension of the westerly -most parking space to the west property line,
which is acceptable.
. Will neighborhood services formally survey the property to verify lot lines when they calculate
yard area? Please contact Polly, above, for information about their process.

The development application is in the early stages of the process. Numerous departments must review the
proposal for compliance with their applicable regulations. Comments from the departments for the Round 1
submittal aren't due until March 21st, so as of this date, City staff hasn't determined anything with regard to
compliance. If additional or more detailed information is needed to address the first round of review comments,
then the applicant will need to make the revisions and re -submit plans for a round 2 review. I have added
responses below to your questions and I hope that they are helpful.

Thanks for the great information, Peter. A few more questions if you don't mind:
Does the staff consider safety issues related to parking and other physical characteristics of
the site during the review? If so, could you provide some examples of safety issues that
are considered? City staff will be reviewing the plan while considering general safety
concerns that may exist or be created. Examples may include vehicles overhanging
the sidewalk, forcing pedestrians out into the street; or, vehicles being parked
partially out into the street, thereby creating obstructions.

Do obstructions such as roof support pillars that are within the 19' depth of the parking
spot disqualify the spot since they would prevent a car from pulling forward far enough to
