I would like to submit to the Hearing Officer that on March 1 st 2012, Councilman Manvel wrote the following in an email to me: "I agree that having S unrelated people living in your cul-de-sac will...not be positive for the quality of life of the other residents. " . Since 95%* of the attendees at the meeting are both against the development and expressed disagreement that the development would be "in harmony" with the rest of the neighborhood, then the burden of proof is on the city to define the standards of what it means to be "in harmony" and it is on the developer to prove that this project meets this criteria. Since you stated that Hearing Officers generally don't visit the sites and since you also stated no proposal has ever been rejected based on the harmony issue, it appears that the city is ignoring this part of the policy by "rubber stamping" every proposal that comes in.
