The Prospect Shields Neighborhood Association acknowledges that there have
been significant changes in the plans for the West Prospect Condominium Project.
However, there are two issues that still need to be addressed.
Since the occupants of the West Prospect Condos are likely to be young adults,
we believe an on site manager is necessary. The City must insure the safety of the
project residents and the integrity and safety of -the neighborhood. Since ownership
is likely to be individual absentee landlords or property managers, a HOA would
likely be regulated by the residents. -Recent events in Fort Collins has brought
awareness that unregulated student housing projects often result in neighborhood
and city problems. A non student on site manager is our'recommendation.
The second concern of the Prospect Shields Neighborhood is the traffic pattern
going in and out of the condo project.. Having left hand turns in and out onto
Prospect will be extremely dangerous. We observe that west bound Prospect
traffic backs up as early as 3:00 p.m. in this vicinity. Since the steady movement
of traffic on Prospect is essential, left hand turns from and to this project will
add to an already dangerous traffic congestion.
The Prospect Shields Neighborhood Association requests that these two issues
of safety be addressed when considering the West Prospect Condominium Project.
