A privacy fence will be installed along the west property boundry. Comments From Current Planning 1. Staff is concerned about the entrance and compliance with Section 4.24(D)(1)(a). This standard calls for doorways to face the street at grade level or slightly elevated. In order to mitigate the fact the entrance is below grade, please explore design treatments that would make this entrance more prominent and visible to Prospect Road. Z See redline Preliminary Site Plan regarding adding more explanatory notes describing the size and location of the resident common area and the mixed -use area. Corrected, refer to site plan. 3. Is the emergency access through Hi -Lan Apartments restricted to emergency access only? Please explain on the plans how the bicycles and pedestrians are allowed access but cars are restricted. Will there be a gate, bollards or chain? If cars are not restricted, then it would be helpful to see the diagram of the Hi -Lan parking lot. Corrected, refer to site plan. Residents of the 808 W. Prospect project will be allowed to cross the Hi -Lan apartments as pedestrians, or walking their bicycles to access Lake St. and on to the CSU Campus. Vehicles will not be allowed to travel to Lake Street. An emergency access gate will be installed between the two properties. Please see redline comments on the architectural elevations. The EAE is required to be 30' wide for servicing buildings that are 3 or more stories tall. The drive aisle provided on the north side of the building is 30' wide, but the easement within it is only 20'. Please check with PFA to ensure that the drive aisle along the west side of the building doesn't need to be 30' wide as well. The new offsite EAE needs to meet the minimum radius requirements on the curves (25' interior, 50' exterior) unless specific approval is gotten from PFA for the smaller curves.
