Prospect Condominium Project PDP Pedestrian Connection Dear Mr. Averill, I am writing this letter in regard to the review comments you provided on 2/22/05 for the above mentioned project. A connection to Lake Street from this project will be provided though the Hi -Lan Apartment site, located directly to the north. The property owners for 808 West Prospect and Hi -Lan Apartments have an agreement that the residents of 808 W. Prospect Condominiums will have access through the Hi -Lan Apartment site. This access will provide a more direct connection from the proposed project to the CSU Campus than travel by way of Prospect Road. A sidewalk connection will be provided from the proposed project to existing walks on the Hi -Lan Property. Attached is a site plan showing the connectivity through the neighboring property to the North. In addition to the pedestrian / Bicycle connection provided, the 808 West Prospect Condominium project has a Nominal Impact to the Transportation APF Requirements. Section 3.7.3(F) of the Fort Collins Land Use Code outlines an exception for Transportation APF Requirements that are considered to have a Nominal Impact. This project meets the standards outlined in Division 3.7 "Compact Urban Growth Standards. Section F states that " ... a proposed development be deemed to have nominal impact and shall not be subject to the APF requirements for transportation if the development proposal generates less than fifty (50) peak hour trips ..." The Traffic impact study prepared by Matthew Delich, P.E. for this project, dated April, 2004, states the combined peak hour trip generation from this site is thirty three (33), pg. 8. Attached is a copy of page 8 from the traffic study, with trip generation table. Given these two conditions, we believe that the proposed project meets the Bicycle/Pedestrian Level of Service Standards. If you have any questions, please feel free to contact me.
