My husband and I live in a neighborhood area of this proposed project. I, myself am a
parishioner of the church as well. This church has had a great impact on our community
with its outreach center among many examples. Our church is small, vibrant and seeing
ourselves to continuing to do good for our city within our building facility. The right
to sell the under-utilized east property will provide the furtherance of our service role
in the community.
The proposed plan is in keeping with the concerns of the neighborhood, of which I consider
myself a part also. The Regency Plan addresses neighbors desires to have pet walks and
includes outdoor recreation room. We require as a church a quality development both for
ourselves and the adjoining neighborhood, which has for so many, many years enjoyed freely
the use of this land. This proposed project has shown sensitivity to all needs,
competence and integrity.

I wanted to voice my support for the Proposed Regency Development at Drake and Lemay. I understand
the neighbors' concerns and feel that the Church has done everything they can to mitigate them. The
reality is that the immediate neighbors have had an open space park behind them for years that they
have had the free use of. The Church has shouldered the responsibility and cost of upkeep and
maintenance. The Church presently allows free use of their building for community events such as the 9
News Health Fair and as a polling and voting place and for other community functions. Financially, in
order to continue to do these things, the property must be sold and the proposed development is a very
logical and sensible use of the property.
This development will be our neighbor also for years to come so we want the best use as well. Thank

As a neighbor living in the area I am in strong support of the development. The Church has
chosen a very reputable developer who has worked very hard with the church and paid great
attention to our goals of having a project that makes sense for the Church, the City of Fort
Collins, and equally important, to our neighbors. The project size has been significantly reduced
in size to be more in tune with concerns expressed by the neighbors.
Christ Center Community Church is committed to being a good neighbor and we have chosen
this developer and support their proposed project because it makes sense for the church to
allow this special property be put to a higher use. The church has more than enough property
for its current and future needs. Our existing buildings are nearly 30 years old and are in need
of considerable investment to maintain their usefulness. The costs for the work needing to be
done ins substantial and our goal is to use much of the proceeds to make sure Christ Center
Community Church has a facility for its members but a facility that will continue to be available
for use to the many community organizations we support, like the annual 9 Health Fair.
For these reasons and many others we ask that the City help our developer move to develop a
project that will be fitting for the property. It certainly meets the criteria of what the city is
looking for in the way of in -fill projects. Adding nearly 12 acres to the property tax base is also
another benefit.

The property is located at the artery of two major streets that are close to shopping, medical
facilities, employment, mass transit, grocery, and have always been occupied a majority of the time.
It will be a desired property because of the mature trees that have always been a hallmark of
desirable spaces in our city. Not to mention, it is a reponsible infilling of vacant land that our city will
benefit from. The taxes that will be paid to our city resultant from this development are a major plus in
addition to better use by the residents in the form of desired housing close in to the city.
This development frees up resouces, that the Church has used to maintain this property, for
better use to minister to the community. While the development would provide employment to those
people that would be instrumental in its construction. Our continued presence in the area is guaranteed
by our long standing stewardship to this land and the people in this community.

As a retired Chief Appraiser from the Larimer County Assessor's Office after 27 years and a
member of Christ Center Community Church, I am fully in support of this proposed
development.
This project concurs with the "City Plan" and is a much needed development. Vacancy rates for
apartments are currently some of the lowest in the nation putting a strain on citizens who rent in
Fort Collins. It is also an excellent in -fill development which will add to our "Choice city."
Every attempt has been made to address concerns of the neighborhood. Christ Center
Community Church will remain and, as a neighbor to the new development, has spent
considerable time making sure that the Regency Development was the best offered.
Unfortunately, through the years, the adjoining neighbors have grown accustom to using the
Church open space to walk their dogs, hit golf balls, etc. The responsibility of the Church has
been to irrigate, fertilize, and mow. All tasks that they cannot afford.

Dear Mr. Shepard:
First, thanks for the careful attention and hard work you and your staff are giving to this issue.
I'm glad our city development process strives to make sure everyone is heard, and tries to make
the best decisions. This one is not a "no-brainer". I can see points on both sides of the issue,
but my opinion is that the development should be allowed, encouraged, and seen to completion.
To me, this development seems to deliver "the greatest good for the greatest number". The city
needs more rental units, and it makes sense to locate them near services and transportation,
rather than contribute to more sprawl.
I can understand that the neighbors to the east may be reluctant to part with the large open space
they've become accustomed to. I'm glad they've been able to enjoy it over the years, but it's
time to put those acres to use for the advancement of Ft. Collins. And Regency, in concert with
City Planning, will deliver a project that mitigates the "shock factor" of suddenly "losing the
free park" next door.
Feel free to contact me if you'd like to discuss this further. Meanwhile, thank you again for
seeking a wise decision for all of us residents.

First of all, let me express to you and your staff Our appreciation for your hard work and
planning That have made Fort Collins a desirable place to live, Work and raise our family.
For the last Al years we Have resided in Parkwoodand can't imagine living Anywhere else.
We also attend Christ Center Community Church and Have done so since Charles Patchen built
the church With the idea of serving the. community and it's neighbor -hoods.
We strongly encourage you to grant the zoning/development To Regency as a continuance of
the development agreement Made in 1997 and know that it will be a well thought out and
Positive contribution to our neighborhood and city.
As a personal note, about the only thing I had to adapt To in regard to Lemay/Parkwood
disruptions was learning To navigate the southbound turn into traffic from westbound
Parkwood Drive. Thank you for the middle turn lane and. Well timed traffic lights at Drake
and at Stuart to ease the Congestion.
The only other suggestion I have is to remove the large cotton- woods on sidewalk at
Brookwood drive exit onto Drake as they Require one to creep out into traffic to see if
any cars are coming From east before making your turn. A secondary option would Be to
install a traffic light such as the one between east and westbound Horsetooth road between
Lemay and the light at Stover. It's a "T"
Intersection such as the one coming out of the east entrance into Parkwood.

As a Fort Collins resident, I believe this proposal is good planning for the following
reasons; the site is situated at the intersection of two arterial streets which is: ideal
for multi -family residential development and the site is conveniently located to
employment, education, medical facilities, grocery establishments as well as local retail.
All of these services are important for multi -family residential development. The site
also provides easy access to public transportation.
In attending a couple of the neighborhood meetings, it is apparent, that the church as
well as Regency Residential Partners, LLC is listening to the neighbors and showing
sensitivity to their concerns.
They have accepted modifications of the original development proposal to assist with
addressing concerns of the neighbors. Because the church is not leaving the location, they
too desire a quality development.

Initially, the church had only very minimal landscaping around the immediate area of the core building. Within
a year or two landscape islands were added in the parking lot, at the City's request. For many years the land to
the east and south of the building was still a barren field. Over time those areas were sodded and sports fields
were added. All of this was funded by the church itself, with no use of Parks Department or HOA funds.
Even so, the area became well known and loved as a neighborhood park of sorts. However, it is possible that
neighbors now take that `park' for granted as if it is a public park or one that they have somehow paid for. This
is not the case.
The church name, denominational affiliation, size and governing body have changed over the years. At one
point a campus was envisioned with additional buildings for schools, which is why so much land was purchased
in the first place. As with most churches, this one has gone through times of growth and times of decrease in
congregation size. Its membership is currently smaller than when the campus was envisioned. The church
desires to sell the property that it no longer intends to use, primarily in order to remain a financially sustainable
organization.
I am not a member of this church, but I have observed that it has been an excellent neighbor and has
served to host many non -religious community functions in its building and grounds. The proposed development
has been designed and redesigned to ensure that neighbors will still be able to use some of the land for walking
and other recreation. Building height is well within City standards. This development would be an excellent
example of the kind of desirable urban in -fill that the City itself promotes.
The church should be allowed to sell this property and the purchaser should be allowed to develop it as
proposed.

This letter is in regards to the possible redevelopment of some of the property belonging to Christ Center church
atthe comer of Lemay and Drake.
Summary:
I believe the proposal is fair, sensitive to neighbors, and should be allowed to proceed. Nearby residents who
have come to expect to use private landscaped property for their personal enjoyment free of charge need to
adjust their expectations and be less selfish. The zoning change in 1997 was an unfortunate error and should be
reversed. The developer and property owner have bent over backwards to listen to and address neighbors'
concerns, far beyond what they were required to do.
Background:
I have lived within a mile of this intersection off and on since 1982, and most recently, continuously since 1993.
When I first moved to this neighborhood, both the southeast and southwest corners of the Lemay/Drake
intersection were undeveloped. I don't remember if there were crops or not, but by no means were either comer
landscaped. The houses that backed up to the southeast corner had a view of a barren field, no paths, and
no landscaping.
In the early 80s both the southeast and southwest comers were developed to the beginnings of what you see
there today. There soon became a unique collection of land uses: a nicely landscaped industrial facility on the
northwest comer, a private lake on the northeast, a shopping center on the southwest and a church on the
southeast. The result worked so well that it was written about in urban planning journals at the time.

This letter is to express my support for the Regency Residential Partners development proposed on the
land adjacent to the Christ Center Community Church.
First of all, thank you for your diligence and attention to this project. While neither I nor my company
has any vested interest in this project, I can fully support this project for numerous reasons:
I have done my homework of Regency Residential Partners. They are an exceptional developer
that provides first class facilities and management of those facilities.
I have toured their most recent project in Lone Tree, Colorado and been inside their units. The
design, materials and amenities are wonderful. It's first class all the way.
I have seen the designs and site plan for this project. Regency has done everything they can to
have as little impact as possible on the adjacent property. And provided amenities that will benefit
everyone.
There is a tremendous need for nice, new, amenity rich, quality apartments in this town. The
demand is going to be there for quite awhile as we continue to slowly work our way out of these terrible
economic times.
It's an exceptional location, centrally located, near shopping, near schools, near major
employers and public transportation.
Secondly, while I understand the history of this property has benefitted the adjacent neighborhood by
providing a free place to play, that should not stop a beautiful, quality development from moving
forward. It's needed and will, in the long run, be a benefit to the community.
I've been developing real estate for 12 years, in Arizona, Nevada, Texas, New York and here in Colorado.
The right development, designed right, built right and managed right always, always adds benefit and
value to the local community. I believe that wholly. This is one of those developments.
