construction easement.
5. A perimeter boundary fence shall be constructed along the west
property line of the project (as opposed to the west property lines of
Lots 1 — 9) that shall commence at Willox Lane on the north and
terminate at a point that is close to the northwest corner of the
Pekech/Pitt property on the south. This fence shall be designed
with an open character that respects the commonly owned open
space located between the rear property lines of Lots 1 — 9 and
Wood Lane (private driveway). Such fence shall not be six feet in
height with solid pickets but may be "split rail' or other similar style.
Further, such fence shall effectively but temporarily block the
aforementioned bicycle and pedestrian spur with a gate. Such spur
shall be constructed with initial development. The gate, however,
shall remain locked until such time when future development on
adjacent parcels creates a logical destination point. The obligation
to construct such spur, fence and gate shall be established in the
Development Agreement between the City and the developer.

RE: Arcadia at Willox Lane P.D.P.
Dear Michael:
On Thursday, June 15, 2006, at the regular meeting of the City of Fort Collins
Planning and Zoning Board, the Board voted 6 — 0 to approve Arcadia at Willox
Lane P.D.P., #5-05A, subject to the following conditions:
1. Lot 10 shall be moved from its current location to an alternative
location that is further removed from the south property line so as to
mitigate the impact on the abutting property.
2. The drainage and grading plan shall be revised such that the
approximate five acres that drain into the private storm sewer
located at the northwest corner of the Pekech/Pitt property along
"Wood Lane" (private driveway) shall be re -designed. The new
drainage and grading plan shall create a stormwater detention pond
area on the west end of the Arcadia development property that
shall then drain into the Arcadia storm sewer system located on the
former location of Lot 10. These flows shall then be conveyed to
the east and south to the Soft Gold Park area.
3. The existing drainage swale located directly south of the
Pekech/Pitt north property line shall be engineered and redesigned
in such a manner that would accept the new stormwater generated
south of the new pond, to be located on the former location of Lot
10, and that these flows will then be directed west, as it currently
flows, into the existing pipe on the Pekech/Pitt property.
4. The ultimate location of the bicycle/pedestrian spur, that is
designed to connect Arcadia to the neighborhood to the west, shall
be determined during consideration of the Final Plan. Such spur
