Conclusions and Summary of Findings This study identified, documented and addressed the transportation impacts of the proposed single family residential development named Sunrise Ridge in southeast Fort Collins. The following conclusions can be drawn from the study: The proposed development is feasible from a traffic engineering standpoint. Once constructed, the development is estimated to generate only 124 daily trips, including 10 in the am peak and 13 in the pm peak hour. This does not require a more detailed traffic impact study. The addition of the proposed site traffic will have a very minimal (insignificant) impact on the transportation network. The build -out of the development will complete an important area connection of Rock Creek Drive to provide connectivity from Ziegler to Strauss Cabin Road. Facilities for pedestrians and bicycles exist today to the west of the development. Sunrise Ridge will provide both pedestrian and bike facilities along their portion of Rock Creek Drive. The memorandum also needs to discuss the continuity and adequacy of pedestrian and bike facilities adjacent to the site as well as access to the most direct transit route adjacent to the site. As noted in the existing conditions, detached paved sidewalks currently exist to the west of the development along Rock Creek Drive. This would be the most likely path of pedestrians towards schools. The sidewalks will continue along the new portion of Rock Creek Drive through the development. Rock Creek Drive is a City of Fort Collins bikeway (street with bike lane). The completion of Rock Creek Drive through the proposed development will complete an important east/west link for bike traffic. Page 3 of 4 Sunrise Ridge Transportation Memorandum Existing Conditions The location of the development is 5101 South County Road 7. This is just west of CR 7 (Strauss Cabin Road) about % of a mile south of Harmony Road. The Observatory Village development is directly to the west of the proposed Sunrise Ridge, and Rock Creek Drive is stubbed at the western edge of the site property. The existing land use of the proposed site is rural and primarily vacant save for an existing single-family dwelling. The primary streets in the vicinity of the project are CR 7 and Rock Creek Drive. County Road 7 (also known as Strauss Cabin Road) has a functional classification of a two-lane arterial. The roadway has two existing travel lanes and the posted speed is 40 mph. There are striped shoulders on either side that also serve as bike lanes. Rock Creek Drive is a two-lane collector whose typical section varies but generally includes two travel lanes, bike lanes, occasional parking lanes and detached sidewalks. In some areas where development has not yet occurred, curb and gutter and/or sidewalks are missing. The speed limit is 25 mph. Existing Pedestrian Facilities Typically, there are existing detached sidewalks on both sides of Rock Creek Drive west of the Sunrise Ridge development. There are no sidewalks along County Road 7. Existing Bicycle Facilities Bicycle lanes are accommodated in the cross section of Rock Creek Drive. The existing shoulders along County Road 7 can be used as bike facilities. Existing Transit Facilities Transfort, the City's transit service does not provide service to this area. Proposed Development The Sunrise Ridge Development is a residential development with 13 single family lots total (there is an existing single family dwelling on one lot). See the enclosed site plan on the next page. The development access will be to the west and east as Sunrise Ridge will complete the last missing portion of Rock Creek Drive. This development will complete the connection of the Rock Creek collector roadway from Ziegler Road to Strauss Cabin Road. Using the Institute of Transportation Engineers (ITE) Trip Generation Manual, 7m Edition, anticipated trips for the development are calculated. The land use code is 210 — Single Family Detached Housing, and details of the anticipated trips are shown below.
