I work out of my home and it is virtually silent around here all day. There is very little traffic and very little noise. I am very concerned that the high density of this project as well as the construction of it and the potential of up to 300 additional people and cars would be detrimental to the peace, quiet and safety that I experience now. Harmon 3012 Eastborough Dr. Fort Collins, Co, 80525 Mr. Ted Shepherd k Planning and Zoning February 7, 2012 RE: Regency Lakeview -Multi -Family Dear Mr. Shepherd, I attended the first 2 meetings regarding the proposed development at the corner of Drake and Lemay. I am not able to attend the 3rd meeting this week. I am very much opposed to this development for the same reasons that were conveyed by everyone at the V' 2 meetings, namely traffic, density and property values. I did not hear 1 positive comment and it did not appear that anyone was in favor of the project, except the developer and the seller. This property is NOT zoned for multi -family. I do understand the City can allow it but then what is the purpose of zoning? The Church acquired the property with this knowledge as well as the surrounding property owners. I strongly feel that even a scaled down version (175 units with 312 parking spaces) is too much for this location. I access Lemay from Centennial Road. It is almost impossible now to turn left onto Lemay at peak traffic times and adding more traffic would only make it worse. I am also very concerned about increased traffic through the neighborhood. The access from the (proposed) apartments onto Drake would be difficult going left so I would assume the cars would go right and then cut through the adjoining streets. It would also be difficult for them to turn left onto Lemay from the Church property. I have lived in Fort Collins for 42 years and been in the title insurance business for 37 of those years. I have owned my home for 9 years and plan to retire here. I am in favor of most development, in the right locations. I don't feel this location is appropriate for a project of this nature. Single family homes or townhomes would be more conducive to this location. The area East of Lemay to Timberline and South of Drake is comprised of single family homes. An apartment complex is not a good fit. I certainly understand the desire of the Church to sell the property and relieve itself of the maintenance issues. I also know that plans change over time. I did read their informational letter that was sent out which indicated the project had been approved in some form and that they were moving forward. Again, they were aware of the zoning when they acquired the property. There are already existing apartments on the West side of Lemay and at Timberline and Drake with more proposed. I don't believe necessity is a huge issue. Since the land is being used now as a neighborhood park with youth activities maybe the City could acquire it or lease it. Has this been considered? Community gardens, a dog park, athletic field would certainly be beneficial to the area without increasing traffic volume.
