3. Any damaged curb, gutter and sidewalk existing prior to construction, as well as streets, sidewalks,

or restored to City of Fort Collins standards at the Developer's expense prior to the acceptance of
completed improvements and/or prior to the issuance of the first Certificate of Occupancy.

4. Please contact the City's Traffic Engineer, Joe Olson (224-6062) to schedule a scoping meeting and
determine if a traffic study is needed for this project. In addition, please contact Transportation Planning

6. This project is responsible for dedicating any right-of-way and easements that are necessary for this
project. Additional right of way will be required along the frontage of Buckingham Street. Buckingham
Street is considered a 2-lane collector minor and requires 76 feet of right of way. Additional easements

7. Roadway improvements will need to be extended from the previous plan across the new proposed
frontage and the corresponding length added to the offsite improvements design of the existing plans.

1. The proposed development project is subject to a Type 1 review and public hearing, the decision maker
for Type 1 hearings is an Administrative Hearing Officer. The applicant for this development request is

With respect to landscaping and design, the City of Fort Collins Land Use Code, in Article 3.2.1 (E)(2)(3),
requires that you use native plants and grasses in your landscaping or re -landscaping and reduce
bluegrass lawns as much as possible. Reveille Bluegrass is one option for having bluegrass lawns and
using less water.

1. This project is located within the Poudre River 500-year floodplain and Protected by Levee (shaded
Zone X). A Flood Risk Map showing the property and the FEMA floodplain is attached.

2. Chapter 10 of City Code prohibits the construction of critical facilities within the 500-year floodplain. This
will not be a critical facility, so there will be no floodplain permitting requirements for the development of
this property.

4. The information submitted wasn't clear on what the proposed use is for the recently acquired property
except a detention pond is shown on the south end of it. This may be a challenge since the topographic
map shows the pond located within part of the lime pile and uphill from the rest of the site. If the material
is to be removed there may be requirements for removal and disposal. Please contact Matt Zocalli at
224-6008 in the Utilities Regulatory and Governmental Affairs division.

5. There are several standard comments that apply which are the same as the ones that applied to the
recently approved project. Starting with, since this is an addition to the existing site it is important to
document the existing impervious area because drainage requirements and fees are based on new
impervious area. An exhibit showing the existing and proposed impervious areas with a table
summarizing the areas is required prior to the time fees are calculated.

6. If there is an increase in impervious area greater than 1000 square feet, additional onsite detention is
required with a 2 year historic release rate for water quantity. In the Dry Creek basin the two year historic
release rate is 0.2 cfs/acre.

7. Water quality treatment for any increase in impervious area is also required as described in the Urban
Storm Drainage Criteria Manual, Volume 3 - Best Management Practices (BMPs).

selected for water quality treatment; however the use of any of the BMPs is encouraged.

1. The new portion of land will need to be platted and will require a PDP and FPD to expand COLORADO
IRON AND METAL on to it.
It is suggested that the PDP and FPD for the new portion of the land include the existing site.
If it does not include the existing site then a major amendment will be required to create driveway access
between the two FDP and expand the use of the business to the new portion of land((including relocating
a building to be on both lots).
A major amendment will be required also to use the new portion of land for stormwater needs of the
existing
FDP.
RESPONSE: As suggested, we have decided to proceed with a PDP/FDP for the entire site, both old and new
parcels.
2. LUC 4.28(E)(3)(a)(1) and LUC 4.28(E)(3)(b)(1.) Screening is required of industrial uses/activities and
