Prospect Street
4. ISSUE: To widen Prospect Street or not, as part of the development: The frontage on Prospect Street is 136
feet. The existing attached sidewalk is approximately 6.8 feet wide. If a 4 lane constrained arterial has a 35 foot
half road width, the street widening from the existing flowline would be approximately 2.6 feet. The existing
street width from right of way to flowline is approximately 32.4 feet.
We propose, since there are no proposed improvements for this frontage at this time and since it is so short
and seems to have adequate sidewalk width, that nothing be done at this time/phase.
S. ISSUE: To provide landscaping as required on Prospect frontage. The sidewalk is currently attached, if street
trees are to be provided they might not be located properly for future street widening and detached sidewalk.
In addition, providing irrigation would not be impossible but would require a long travel distance from the
northern Phase One of the development.
We propose that street trees be provided at the time the southern portion of the site is developed.

SUBJECT: Islamic Center of Fort Collins, 925 West Lake Street — Mini Conceptual Review
Dear Ted:
Per your request, Jeff Olhausen with Landmark Engineering, and I have put together some of the issues we
need to have addressed to go forward efficiently with the site design in anticipation of submitting the PDP. If
you could schedule a meeting with the key city staff to assist in providing insight on these issues it will be very
helpful to us so that we are not going down a path of major revisions later on. The primary issues are as
follows:
Lake Street
1. ISSUE: To widen Lake Street or not, as part of the development: The centerline of Lake Street is
approximately 3 feet north of the centerline of the right of way. If the flowline of Lake Street on the frontage of
the Islamic Center were to be built at the ultimate width based on the centerline of the right of way, the
existing flowline would want to shift approximately 4.5 feet south. Existing striping on Lake consists of I I foot
travel lanes, 4 foot bike lanes and 7.8 foot of parking on either side of the street.
We are proposing to maintain the existing flowline of Lake Street rather than have a transition across a 360 foot
frontage.
2. ISSUE: Curb Cuts or Curb Retums: It is proposed to install the east access, for a future phase, with curb
returns to the point of tangent on the Islamic property and put up type 3 barricades. An attached sidewalk
could be installed on the east side of the entry at the same 6.5 foot width as the existing attached sidewalk to
the east for connectivity. Likewise on the west entrance, a 5 foot attached sidewalk would be installed on the
west side of the entry and taper into the existing 2.3 foot attached walk to the west. Both of the attached walks
would line up with the detached 5 foot walk between the accesses where ramps would be installed for
connectivity.
We are proposing to use curb returns that would better facilitate sidewalk transitions from existing to new.
Summer Street
3. ISSUE: How to transition from Public Street to Private Parking Lot to provide through access: Summer Street
is approximately 40 feet wide from flowline to flowline. It is currently a dead end street with no turn around.
The Islamic Center connection to Summer Street is 24 feet wide between flowlines and is proposed to be
centered on Summer Street. The 8 foot gap between the flowlines of the connection would be posted with
OM4-2 end of roadway type 4 object markers or type 3 barricades. The ends of the sidewalks on Summer
Street would have access ramps installed for the crossing of Summer Street. A sidewalk could be installed
around the south end of the parking lot and connect into the proposed walk of the Islamic Center for
connectivity.
The proposed layout maintains a visual separation between the existing local dead end street and the Islamic
Center parking lot with EVA (emergency vehicle access) provided. Appropriate access easements would be
provided.
