On Thursday, May 17, 2012, at 6:00 p.m., in City Council Chambers, City Hall,
300 LaPorte Avenue, Fort Collins, Colorado, the Planning and Zoning Board will
conduct a public hearing to discuss a development proposal in your
neighborhood. The project is referred to as Bucking Horse Amended Overall
Development Plan, #ODP120001 (being an amendment to the Johnson
Property Overall Development Plan). (The developed portions of the Johnson
Property O.D.P. are referred to as the Sidehill neighborhood.) The Bucking
Horse O.D.P. is accompanied by a Request for Additions of Permitted Use,
#APU120001, to allow eight land uses that would otherwise not be allowed by
the three underlying zone districts.
As proposed, the request is to amend the vacant balance of Johnson Property
Overall Development Plan, including both the historic Jessup and Johnson
Farms. This area consists of 153 acres and is generally located east of
Timberline Road and north of Drake Road. Three blocks along Timberline Road
would remain as townhomes with a slight decrease in the number of units. The
single family area would remain virtually the same as platted by the previous
developer.
One phase would be the Johnson Farm, zoned Urban Estate. This area includes
single family homes on 26 acres. One request for Addition of Permitted Use
includes professional office in order to adaptively reuse the historic structures.
Another Addition of Permitted Use would be agricultural activities to allow a small
farm. Horse boarding and riding arena are also proposed. Another phase is the
area zoned L-M-N, Low Density Mixed -Use Neighborhood, where an
Addition of a Permitted Use would allow 24 acres to be multi -family dwellings
arranged at about 13 dwelling units per acre.
Another phase is the 13-acre Jessup Farm, zoned Industrial, now referred to as
"Artisan Village" where five Additions of Permitted Use are requested in order to
adaptively reuse all buildings on the farmstead. These uses are retail, standard
restaurant, open air farmers market, agricultural activities, and single family
detached. Also, uses already permitted in the zone would include new buildings
for child care, small food production, limited indoor recreation and light industrial
(with no outdoor activity).
