LLC Page 3 of 3 westbound approaches, but there is sufficient space for de facto right turn storage. No improvements are necessary at this intersection/access. Sight distance evaluations and recommendations The ground is flat and there are no buildings or landscaping encumbrances to the sight distance at any of the intersections and access locations. No improvements are necessary within the area to correct sight distance issues. Continuity and adequacy of pedestrian and bike facilities Presently there are bike lanes on the S.E. Frontage Road. They end at the intersection of SH-14 and to the south on the bend paralleling 1-25. The bike lanes are shown on the Fort Collins Bike Map without connection to any other bike facilities. Subway will construct a detached sidewalk adjacent to S.E. Frontage Rd. consistent with other new development in the area. Currently there is no pedestrian connection to the south and north of the site, however. Across the street, on the McDonald's side, pedestrians are able to use a sidewalk up to the SH-14 intersection and cross with a pedestrian signal on a marked crosswalk. This provides pedestrian access to the residential area north of SH-14. There are no pedestrian or bike facilities on SH-14. Appropriateness of the existing roadway signing and striping The intersections and streets in the area are well striped and signed. No improvements are necessary to the present signing and striping. State Highway Access Code S.E. Frontage Rd. is on the state highway system and thus the State Highway Access Code regulates access. It is categorized as a Frontage Road. Although there is no direct access, the Code requires an access permit application due to its proximity and probable change in use in the current permit. No changes to the current access are foreseen. Conclusions and Recommendations This report demonstrates that the proposed Subway will not generate sufficient traffic to have a meaningful impact or require substantive improvements to the adjacent streets and intersections. The Subway traffic will function harmoniously with the adjacent land uses and access locations. Certification This report was prepared by John M.W. Frontage Road intersection operates at LOS C/C in the AM and PM peak hour respectively. The Denrose Ct. and S.E. Frontage Road intersection operates at LOS B/B. The Subway restaurant will generate traffic volumes shown in the following chart. The trip generation is based on customer data and sales provided by the Subway Corporation for over 1,000 restaurants nationwide. The daily values assume average vehicle occupancy of 1.5, the same as ITE reports for high -turnover restaurants with seating. To be conservative the peak- hour trip generation assumes vehicle occupancy of 1.0. Not much, if any, will originate from the south. Additional trips (beyond the trip generation values) were added from the south and east on Denrose Ct. to be conservative. Pass -by trips for this type of use are around 50%, but for this analysis, the reduction was not taken. A short-term analysis of operations and impact examined 2013 AM and PM peak hours. The background traffic increase employed CDOT's 20-year growth factor of 1.31 in this section of SH-14. The one-year growth rounded up to 1.02. The increase in traffic occasioned by the new Subway will not have a measurable impact on the intersection and access operations. The SH-14/S.E. Frontage Rd. intersection will continue to operate at LOS C/C. The Denrose Ct./S.E. Frontage Rd. intersection will continue to operate at LOS B/B. The traffic in and out ofthe access on the north side from SH-14 Frontage Rd. is too small for a realistic evaluation, but it will obviously operate at LOS A/A. For reference, please see the Synchro graphics and worksheets attached. Appropriateness of access locations No direct access to S.E. Frontage Road is proposed. The locations will function harmoniously with the surrounding land uses, parking lots, and adjacent streets and intersections. Frontage Rd. Fort Collins, Colorado Introduction This technical report analyzes the impact of a new Subway restaurant in accord with the requirements of Chapter 4 in the Larimer County Urban Area Street Standards. The site is within the city limits of Fort Collins, thus only certain elements of the standards apply. The Fort Collins Traffic Engineer approved this level of study on May 15, 2012. The Base Assumptions are attached for reference. The S.E. Frontage Road is on the state highway system and access will require a State Highway Access Permit. Note that the short section of SH-14 Frontage Road on the north side is under CDOT jurisdiction, but considered as a private drive. Location and Access The graphic to the right shows the location of the project and the adjacent streets and intersections. The site is accessed by a driveway to the SH-14 Frontage Rd. on the north side and through the parking lot of the adjacent hotel to the intersection of Denrose Ct. and S.E. Frontage Road. CDOT indicated that the SH-14 Frontage Rd. intersection with S.E. Frontage Rd. functions as a right in/right out only. Peak hour driveway level of service Traffic counts at SH-14 and S.E.
