Environmental Planning: Our landscaper has taken the City's Land Use code into consideration in
providing the landscape plan, which has been submitted. We have looked into green building initiatives
and they have been cost prohibitive and hard to accomplish with retail tenants.
Engineering Development Review: All fees will be paid when due. The City's Transportation Fee was
paid upon submittal. Any damaged curb, gutter, etc. will be repaired before end of construction. The
traffic study was required and is part of the submittal. Our civil engineer took into account the Larimer
County Urban Area Street Standards when designing the site. We understand that the Utility plans and
Development is recorded once project is finalized and that the Development Construction Permit will be
obtained before starting construction. We have taken CDOT's comments into account and will apply for
an access permit before a building permit is pulled. Larimer County parking setbacks have been taken
into account. And a detached sidewalk is located along SE Frontage Rd.
Electric Engineering: We will coordinate with all requirements prior to finalizing building permits.
Current Planning: We reviewed and conformed to the building standards. A connecting walkway is
shown on the plans connecting to the street sidewalk with no interruptions. We pushed the building as
far south and east along the build -to lines as possible. Trash and recycling enclosure is labeled on the
plans. Site Lighting Plan has been submitted. We designed the building with the City's character and
image standards. We elected not to do a Neighborhood Meeting, as we are going through a Type 1
review. We used the City's Development Review Guide to help with our process. We reviewed the Land
Use Code when designing the site. No Modifications are being asked for in the initial submittal. We
used the Submittal Requirements and Checklist to help for our initial submittal. And, all fees were paid
upon submittal.

Re: Subway at Mulberry, Fort Collins, CO — Response Letter
To Whom It May Concern:
Excell Fund Development, LLC has requested approval for a stand-alone Subway Restaurant at 651 SE
Frontage Rd. The site is zoned C-G, and we are subject to an Administrative (Type 1) review and public
hearing.
Below are our responses to the comments from the conceptual review:
Zoning: Our site plan shows that we are under the max number of parking stalls. And, we have reviewed
the sign code to comply with the signage requirements.
Water -Wastewater Engineering: We discussed our site with both the ELCO Water District and Boxelder
Sanitation District and feel we have complied with all their requirements.
Transportation Planning: Our site plan shows a detached sidewalk along SE Frontage Rd, which connects
to the front door of the building. We have put the bike parking on the north side of the building
adjacent to the outdoor seating area. A traffic impact study is attached to this submittal.
Stormwater Engineering: We used a Professional Engineer who is registered in Colorado. Although we
did not need onsite detention, we were able to put in in along with water quality on the north east
corner of the site. The civil engineer believes we have conformed to the Boxelder/Slough Master
Drainage Plan as well as the City's Design Criteria and Construction standards. We are aware of the
development and review fees and they will be paid when due.
Park Planning: No comments were made.
Fire Authority: Poudre Fire Authority fees were paid upon submittal. Site is within 150' of a fire hydrant,
so no fire access road is needed. As there is no grease used in the restaurant, no fire -extinguishing
