Last of the topics is Transportation. Principle T 3: Land use planning decisions, management strategies, and incentives will support and be coordinated with the City's transportation vision. Policy T 3.1: Pedestrian Mobility —There will be sidewalks connecting our building to the street and to the adjoining uses. Policy T 3.2: Bicycle Facilities —A bike rake will be located adjacent to the outdoor patio. Principle T 12: The pedestrian network will provide a safe, easy, and convenient mobility option for all ages and abilities. Policy T 12.4: ADA Compliance — Our site will be ADA compliant for any pedestrian. The plans show landscape that meets code around the site. There is a section of detention / water quality on the northeast corner of the property. This area along with the other landscaped areas will be taken care of by the owner of the property, although it will be paid for by the tenant. There will be between 5 and 10 employees for the new commercial use at this location. There were no extraordinary assumptions or choices we made in putting this submittal together. All documents for the PDP submittal are attached. There are no known wetlands, natural habitats and features and or wildlife on this site. Principle LIV 15: Commercial developments create a powerful impression of the City, both individually and taken together as a whole. While corporate franchises and chain stores will remain vital and recognizable, commercial developments shall be designed to contribute to Fort Collins' distinct visual quality and uniqueness. Policy LIV 15.1: Modify Standardized Commercial Architecture —The proposed Subway will not look like any other Subway in Fort Collins other than its signage. Principle LIV 19: The City Structure Plan Map establishes the desired development pattern for the City, serving as a blueprint for the community's desired future. Policy LIV 19.1: Land Use Designations — Our project will be in line with the plan map and the existing land use for this property. Principle LIV 30: Commercial Districts will be designed to accommodate all modes of travel — pedestrian, bicycle, transit, and motor vehicles — in a compact setting. Policy LIV 30.1: Provide a Balanced Circulation System — We will have sidewalks that connect the building to the street and to other uses. Policy LIV 30.4: Reduce Visual Impacts of Parking —All parking will be on the far side of the building with landscaping in-between. Principle LIV 31: Each commercial District should feature a mix of uses and an attractive and inviting public realm that encourages pedestrian activity, reinforces the unique identity of the District, and complements the scale and character of surrounding neighborhoods. Policy LIV 31.2: Site Layout and Building Orientation —The outdoor patio will open into the detention area that will be landscaped. Also, the building has been pushed as close to the road as setbacks allow with parking on the opposite side of the building. Policy LIV 31.4: Design for Pedestrian Activity — We will establish a sidewalk network that connects our building to the street and adjoining lots. Principle LIV 34: General commercial Districts will include a wide range of community and regional uses, in various sizes and scales, designed for convenient access by all modes of travel, efficient circulation, and a comfortable pedestrian environment. Policy LIV 34.2: Mix of Uses — This district includes retail, restaurants, hotels, office and industrial. Safety and Wellness is the fourth area. Principle SW 1: The City will foster a safe community. Policy ENV 4.3: Improve Water Quality and Detention — We have water quality and detention on the northeast corner of the property, which will be landscaped to City code. The third area is Community and Neighborhood Livability. Principle LIV 10: The city's streetscapes will be designed with consideration to the visual character and the experience of users and adjacent properties. Together, the layout of the street network and the streets themselves will contribute to the character, form, and scale of the city. Policy LIV 10.2: Incorporate Street Trees — There will be a mixture of trees planted onsite. Policy LIV 10.3: Tailor Street Lighting — We have designed an illumination scheme to match the context of the street and will preserve the "dark sky" views at night. Principle LIV 11: Public spaces, such as civic buildings, plazas, outdoor spaces, and parks will be integrated throughout the community and designed to be functional, accessible, attractive, safe, and comfortable. Policy LIV 11.2: Incorporate Public Spaces — We will be providing an outdoor patio with seating that will overlook the detention area. Principle LIV12: Security and crime prevention will be important factors in urban design. Policy LIV 12.2: Utilize Security Lighting and Landscaping — We have provided lighting to code which will light the entire site during the night. And, the public areas will be near the building, where the visibility will be the greatest. Principle LIV 13: Community gateways are located at primary interchanges, at the north and south ends of College Ave, and at entrances to unique districts and corridors. The City will recognize gateways as important locations to draw attention to and convey the character of the surrounding district. Policy LIV 13.1: Enhance Interchange Gateways — We will be building a new building on a vacant pad. The pad is so small that very few users could ever use it, and it now becomes an asset rather than an overgrown field. Policy 13.3: Establish Gateway Design — Not only are we proposing a use that goes along with the underlying zoning, we are enhancing the site with building architecture to match the area, new landscaping and lighting to make the area inviting at night. Principle LIV 14: Require quality and ecologically sound landscape design practices for all public and private development projects throughout the community. Policy LIV 14.1: Encourage Unique landscape Features - Our landscape will meet the code requirements and will be an upgrade from the overgrown lot. I used the Fort Collins City Plan Principles and Policies and discussed how my project will achieve many of them. I also answered the other questions asked for in the Submittal Requirements. There are six major areas discussed in the Fort Collins City Plan: Economic Health Vision, Environmental Health Vision, Community and Neighborhood Livability Vision, Safety and Wellness Vision, Culture, Parks and Recreation Vision, High Performing Community Vision and Transportation Vision. I will touch on five of the seven and how my project takes into account the Principles and Policies that Fort Collins wants to see in a new project. Economic Health Principles and Policies is the first area: Principle EH 1: The City will pursue development of a vibrant and resilient economy that reflects the values of our unique community in a changing world. Policy EH 1.2: Maximize Retail Sales Tax Revenue —The new Subway restaurant will contribute to the sales tax base for Fort Collins. Principle EH 3: The City will support local, unique and creative businesses. Policy 3.1: Support Local and Creative Entrepreneurship —Although Subway is a national chain, it will be owned and run by a local Fort Collins resident. Environmental Health is the 2"d topic. Principle ENV 4: The City will pursue new opportunities to provide multi -functional open lands.
