SUBJECT: Transfort Facility Expansion Transportation Impact Study - Response to
comments (File: 1008ME02)
This memorandum provides responses to comments with regard to the "Transfort
Facility Expansion Transportation Impact Study," March 2010, as contained in a Staff
Project Review dated October 11, 2010. This responds to the comments made by
Ward Stanford. The responses are numbered to correspond to the comments.
27. The existing and proposed Transfort buses have little/no impact on the peak hour
traffic at the College/Trilby intersection. Buses leave (5:30-6:30 am) from the Transfort
Facility, before the morning peak hour, and return (6:45-7:45 pm) to the Transfort
Facility, after the evening peak hour. During the hours when the buses are using the
College/Trilby intersection, the traffic using the intersection is much lighter and the
Transfort buses have a minimal impact on the intersection. The impact of two new
buses will have minimal/no impact on the College/Trilby intersection.
28. Based on the cited TIS, in the short range (2015) future, using background traffic,
the 95th percentile eastbound queue is 0 feet in the morning peak hour; and 1 foot in the
afternoon peak hour at the Trilby/Portner intersection. In the short range (2015) future,
using total traffic, the 95th percentile eastbound queue is 1 foot in the morning peak
hour; and 1 foot in the afternoon peak hour. In the short range (2015) future, using
background traffic, the 95th percentile southbound queue is 3 feet in the morning peak
hour; and 14 feet in the afternoon peak hour at the Trilby/Portner intersection. In the
short range (2015) future, using total traffic, the 95th percentile eastbound queue is 3
feet in the morning peak hour; and 14 feet in the afternoon peak hour. Most of this
queue is related to the school buses and not the Transfort buses. Since the Transfort
buses do not customarily leave or return during the morning and afternoon peak hours,
the impact of existing Transfort buses and the addition of two new Transfort buses will
have minimal/no impact on the queue at the Trilby/Portner intersection.
