Dear Resident or Property Owner:
On Thursday, July 19, 2012, at 6:00 p.m., at City Hall, 300 LaPorte Avenue, Fort Collins,
Colorado, the Fort Collins Planning and Zoning Board will conduct a public hearing on an
annexation and zoning petition known as Kechter Annexation. Kechter Annexation is a series of
three sequential annexation areas which are known as:
#ANX120003 Kechter Annexation and Zoning No. 1: 0.130 acres
#ANX120004 Kechter Annexation and Zoning No. 2: 0.505 acres
#ANX120005 Kechter Annexation and Zoning No. 3: 18.644 acres
The Kechter Annexations No. 1, 2, and 3 are located approximately 900 feet east of the
intersection of South Timberline Road and Kechter Road. Please refer to the location map on
the back of this notification. The majority of the annexation area includes 2313 Kechter Road
(Larimer County Road 36, parcel number 86080-00-913), which is owned by the City of Fort
Collins as part of the Land Bank program. 2313 Kechter Road contains one single-family
residence and is in the FA-1 — Farming Zoning District in Larimer County. The requested
zoning for Kechter Annexation is the Low Density Mixed -Use Neighborhood District (L-M-N),
which is in compliance with the City of Fort Collins Structure Plan and the Fossil Creek
Reservoir Area Plan. The surrounding properties are existing residential land uses currently
zoned FA-1 — Farming Zoning District in Larimer County to the north, south, east and west.
Additionally, please note that Kechter Annexation is located within the Fort Collins Urban
Growth Area (UGA). According to policies and agreements between the City of Fort Collins and
Larimer County contained in the Intergovernmental Agreement for the Fort Collins Urban
Growth Area, the City will agree to consider annexation of property in the UGA when the
property is eligible for annexation according to State law. Additionally, it is important to note that
Kechter Annexation is 100% voluntary on the part of the property owner.
The list of affected property owners for this public hearing is derived from official records of the
Larimer County Assessor. Because of the lag time between home occupancy and record
keeping, or because of rental situations, a few affected property owners may have been missed.
