augment the separation from the school and compensate for the separation from the
greenbelt/ drainageway. This should be done in such a way that the bicycle path is truly
feels like a public way and is not solely dominated by PE classes doing their daily laps.
I support the school expansion; however, I feel my concerns are valid from the long-term
livability of Rigden Farm. Thank you for your consideration.

Re: Liberty Commons School Expansion
Dear Mr. Shepard:
I am unable to attend the Planning and Zoning hearing tonight so I would appreciate you
passing on my concerns to the board.
I am the developer of the tract "downstream" (east) of Liberty Commons School which is
a condominium development that currently has 64 units and is designed for an eventual
97 units known as the LaGrange Condominiums. I am also manager of the LaGrange
Condominium Owners Association. Our development features a 1 '/z acre drainageway
which I have landscaped with Xeriscape featuring a variety of native grasses, shrubs, and
trees. It has been designated as a Nature Area by the City of Fort Collins. An 8'wide
bicycle path winds through the drainageway and — by the master plan design — continues
through the Liberty Commons property. It was the intent of the master plan that the
bicycle path would eventually connect to the shopping center to the west and be
landscaped as part of the drainageway. I am proud to say that our Nature Area actually
exceeds the "eye candy" promised by the developers, and it has become a popular respite
for all of the residents of Rigden Farm.
Our small association provides the irrigation and maintenance for this area with a partial
reimbursement from the master association. One of the challenges in the maintenance has
been dealing with the debris and silt which flows into the LaGrange area with every
storm event. I have developed simple containment devices to trap the major debris and
silt, but these containment devices still need to be maintained or the drainageway will
fail.
I have expressed these concerns to design/ engineering representatives of the school in a
meeting last week and I was pleased with the response. They said they would recommend
that the school install and maintain debris and silt containment devices on their property
to mitigate the quantity that flows to the LaGrange property. I am looking forward to
receiving a letter to that effect.
Another concern is the displacement of the bicycle path away from the drainageway. I am
unaware of any problems caused by the current location but I respect the school's desire
to swing the bicycle path to the north so that it separates a "public way" from school
