Yes, we will provide bike parking in front of the school. 16. Are you on a Transfort route? A. We are on route 17 with a stop at Timberline and Custer. 4 7. The new parking lot creates the new impervious surface. This new runoff has to be accounted for so we are not impacted downstream. A trash rack may be needed at your outlet so that trash and debris and silt is captured upstream of LaGrange. A. Yes, that is correct. Our civil engineering plans will have to document how runoff from the new parking lot is handled per the City's requirements. We are aware that our pond must comply with the City's water quality requirements. 8. We support Liberty Common and the proposed expansion but the bottom line is that stormwater runoff must be properly handled. 9. How many more students are you anticipating? A. Approximately 100. 10. The traffic morning drop-off and afternoon pick-up circulation needs to be improved. With 100 more students, the congestion will only get worse. A. We are aware that there is congestion in the morning and afternoons. We will try to minimize the inconvenience. 11. Have you given landscaping any thought? We prefer xeriscape and natural plants like we planted at LaGrange. A. These are good suggestions. 12. Where will the athletic field be? A. At the northwest end of the stormwater detention pond. 13. Am I correct in that there is no walk-in attendance area and that you serve the region but do not have a school bus? A. Yes, that is correct. 14. My suggestion is that you develop a circulation system, especially with the new parking lot, so that drop-off and pick -activity is organized and not chaotic. A. We are aware of this concern. At the beginning of each school year, parents and students are provided an orientation regarding safe driving, parking and use of cross -walks. 3 2. Would the new additions have the same general architectural character as the existing building? A. Yes, we will stay within the existing character by using the same stone and rooflines. 3. 1 see that you are expanding into the existing stormwater detention pond. What would be the impacts to this pond as it serves as a regional facility and not just your site? A. The existing regional stormwater detention pond would be re -shaped so that it wraps around the north side of the expanded building. We also plan on using a portion of the pond as a sports field. We would not fence the sports field so that it would be open to the public during times when the school is not in session. Our plan also includes re- routing the bicycle / pedestrian path as it presently bisects the pond and would interfere with the sports field. The proposed alignment shows the path curving around the stormwater detention pond. 4. 1 like the proposed architecture as it provides continuity. 5. 1 am concerned about drainage. I developed the residential project, LaGrange Townhomes, immediately downstream of the regional detention facility. I also live in the project so I am there on a daily basis and I can see what happens with the runoff after a storm. The outlet for this regional pond is conveyed through LaGrange. Our project includes a 1.5 acre natural area that also includes the regional stormwater conveyance channel downstream of Liberty Common. My concern is that after your development, there be no more stormwater volume or velocity conveyed into LaGrange. A. We understand your concerns. Our initial finding is that there is available capacity in the pond to accommodate our new volume based on the increase in impervious surface. And, the release rate of the pond will remain constant. 6. We (LaGrange) simply do not want to be impacted. We already had to build a silt and trash collection device and we already spend the resources of our H.O.A. to maintain our natural area. We do not want our channel and outlet to get clogged by debris from upstream. A. Yes, we understand that LaGrange has taken on the responsibility of enhancing the drainage channel and we don't plan on increasing your maintenance burden. 2 NEIGHBORHOOD MEETING SUMMARY PROJECT: Liberty Common High School Expansion at 2745 Minnesota Drive DATE: October 26, 2011 APPLICANT: Liberty Common High School CONSULTANTS: David Kurtz, The Neenan Company CITY PLANNERS: Ted Shepard, Chief Planner, City of Fort Collins The meeting began with a description of the proposed project. As proposed, the expansion will include a two-story addition for classrooms and an engineering lab. A new gymnasium is also proposed. The expansion would take place over two phases. The square footage of the proposed building expansion is 28,838 square feet. The existing building is 26,333 square feet. With the proposed expansion, the total building size would be 55,171 square feet. , Facility expansion includes a new parking lot and a re -shaping of the stormwater detention pond and an athletic field. The existing bicycle / pedestrian path is proposed to be re -aligned. The site is bordered by Minnesota Drive, Custer Drive, Kansas Drive and Limon Drive. When submitted to the City of Fort Collins, the project will be processed as a Site Plan Advisory Review in accordance with State statutes which establish the review process for public schools. The Site Plan Advisory Review includes future consideration by the City of Fort Collins Planning and Zoning Board. Please note that the public hearing with the Planning and Zoning has not been scheduled yet. Questions, Concerns, Comments Could you go over the phasing schedule? A. Phase One will be the two-story addition for classrooms. Then in approximately four to five years, we would begin Phase Two which would be the gymnasium, music room, engineering lab and the second parking lot.
