• PSD has located another home to possibly relocate the Cooper Home service to. The new location is 217 E. Swallow.
Based upon the planned use, the transportation plans, and the low number of clients and staff that will be at the site on a
daily basis the TIS will be waived for this proposal.

LUC 3.2.2(K)(5) At least (1) of the off street parking space needs to be an accessibility space designated

the building. (The Bicycle standard is changing soon if application is submitted after the change then

2. NOTED LUC 3.2.1 A Landscaping plan is required to meet landscape requirements if new landscaping is
proposed.

2. NOTED Any damaged curb, gutter and sidewalk existing prior to construction, as well as streets, sidewalks,
curbs and gutters, destroyed, damaged or removed due to construction of this project, shall be replaced
or restored to City of Fort Collins standards at the Developer's expense prior to the acceptance of
completed improvements and/or prior to the issuance of the first Certificate of Occupancy.
3. The existing driveway approach onto Swallow Road may not be ADA compliant for the sidewalk as it
crosses the driveway. If non -compliant, a reconstruction to the sidewalk and driveway approach should
be done, and/or the sidewalk should be brought to the south and detached from the curb and gutter.

4. NOTED Please contact the City's Traffic Engineer, Joe Olson (224-6062) to schedule a scoping meeting and
determine if a traffic study is needed for this project. In addition, please contact Transportation Planning
for their requirements as well. SEE ATTACHED RESPONSE
5. NOTED Any public improvements must be designed and built in accordance with the Larimer County Urban Area
Street Standards (LCUASS). They are available online at:

6. NOTED This project is responsible for dedicating any right-of-way and easements that are necessary for this
project. No additional right-of-way or easement dedication is known at this time unless a detached
sidewalk for ADA compliance with the crossing of the driveway is contemplated and places the sidewalk
outside of existing right-of-way.
7. NOTED Depending on whether any public improvements are required with the proposal, the following two
comments may apply:

Description of project: The proposed project is a change of use from single family residence to the
Cooper Home administered by the Poudre School District. The Cooper Home provides life training services
("transitional needs") for 15-22 students with disabilities. The use is proposed in a 1,400 s.f. single family
house built in 1970 in the Medium Density Mixed -Use Neighborhood (M-M-N) District. This project is being
processed as a Site Plan Advisory Review as is required for PSD.
Please see the following summary of comments regarding the project request referenced above. The
comments offered informally by staff during the Conceptual Review will assist you in preparing the detailed
components of the project application. Modifications and additions to these comments may be made at the
time of formal review of this project. If you have any questions regarding these comments or the next steps in
