This project is located on approximately 31 acres, south of Conifer Street, west of Redwood Street, and just north of Old Town North subdivision. The development features large 2-story houses and duplexes with 2, 3 and 4 bedroom options. The project is presented by Breckenridge Properties, who have successfully developed numerous all -student housing neighborhoods throughout the United States. The project is managed by on -site maintenance and management staff. It includes a state of the art fitness center and resort -style pool and spa. The neighborhood has the look and feel of a residential neighborhood. An aerial view of a similar project, now under construction in San Marcos, TX is included for your review. Access and Circulation: The concept plan proposes three access points: From Redwood Street on the west side, Redwood Street on the North side, and from Future Vine Drive on the South. The homes face private drives that are 24' fl-fl with 4' attached walks. Parking is provided along rear alleys. Drainage: Drainage and detention improvements for the project will be made in accordance with the requirements and guidance of the City of Fort Collins Stormwater Design Criteria, the Dry Creek Master Plan, and the North East College Corridor Outfall (NECCO) Preliminary Design Report. All runoff due to storm events impacting the development site, as well as any runoff entering the site from off -site tributary areas, will be collected and conveyed to the Regional Pond, as outlined in the NECCO Report. Stormwater flow routing will be via a combination of overland sheet flow, concentrated surface flow in shallow gutters, swales, or existing drainage channels, and piped flow in a network of inlets and underground storm mains. As the Regional Pond has not yet been constructed, and as there is currently no outfall channel or piping from the site of the Regional Pond to a natural waterway with capacity to accept discharge from the Regional Pond, the drainage improvements constructed in conjunction with the proposed development of the project site will include construction of an appropriate portion of the Regional Pond, which will be operated initially as a retention facility with appropriate pumping equipment or other approved means to evacuate the facility, as well as improvements to convey the discharge to an approved receiving waterway. Any interim construction of the Regional Pond will be done in a manner that will be conducive to subsequent expansion of the facility in accordance with the preliminary design prepared as part of the NECCO Report. Roadway Improvements. The Developer intends to complete off -site roadway improvements as warranted by a full traffic study. Anyone with a development idea can schedule a Conceptual Review meeting to get feedback on prospective development ideas. At this stage, the development idea does not need to be finalized or professionally presented. However, a sketch plan and this application must be submitted to City Staff prior to the Conceptual Review meeting.
