Timberline Road is classified as an arterial street. According to the "Larimer County Urban Area Street Standards" (LCUASS) Table 7-1, Fort Collins Street Standards — General Parameters, left - turn lanes are required on all arterial streets. The distance between these existing streets is approximately 820 feet, on -centers. Currently, this segment of Timberline Road has a northbound left -turn lane approaching Trilby Road (115 feet). There is no center left -turn lane to the south. There is a southbound right -turn lane approaching Majestic Drive. According to LCUASS, Section 8.2.5C, Design Criteria, left -turn lanes should provide for both safe deceleration and sufficient storage. Meeting these criteria is not possible in this segment. It is appropriate that variances address a 20-year design condition (long range future). The Latter Day Saints Temple Site Plan shows that the east leg of Majestic Drive will be built across from existing Majestic Drive. The available distance for these left -turn lanes (stop bar at Trilby Road to the north edge of the median in Majestic Drive) is approximately 760 feet. Analysis for the long range future condition is contained in the "LDS Temple Transportation Impact Study" (TIS) dated August 2012. Using the long range (2030) forecasts, the required, desirable distance is 870 feet, with coincidental bay taper. The difference between the desired distance and the available distance is 110 feet. It is recommended that the northbound left -turn lane be 330 feet long and the southbound left -turn lane be 200 feet long with a coincidental 200 foot bay taper for each lane. The slightly reduced length of each lane will provide adequate deceleration length with the brakes applied at 2/3 of the full lane width. This variance will not be detrimental to the public health, welfare and safety. It is concluded that this recommended variance will provide adequate deceleration and storage. The Timberline/Trilby and Timberline/Majestic intersections will operate acceptably. The two intersections currently exist. The available distance will not be detrimental to the public health, welfare and safety for the prudent driver. This variance will have no impact on the capital or maintenance costs to the City. Therefore, it is respectfully requested that this variance with regard to the left -turn lane length be granted. Do not hesitate to contact me if you desire additional information. The distance between these existing streets is approximately 520 feet, on -centers. Currently, this segment of Timberline Road has no center left - turn lane. It is appropriate that variances address a 20-year design condition (long range future). Using the long range (2030) forecasts, the required, desirable distance is 770 feet, with coincidental bay taper. The difference between the desired distance and the available distance is 280 feet. The left -turn volume at each intersection is expected to be <5 vehicles per hour. The probability that there will be a northbound left -turning vehicle at Majestic Drive and a southbound left -turning vehicle at Rock Castle Lane is less than 0.1 percent. Therefore, a given left-tuming vehicle, in reality, will have the entire length between the two intersections (490 feet) for deceleration and storage. It is recommended that a two-way continuous left -turn lane be striped between Majestic Drive and Rock Castle Lane. The recommended striping will be self- regulating. This variance will not be detrimental to the public health, welfare and safety. It is concluded that this recommended variance will provide adequate deceleration and storage. The Timberline/Majestic and Timberline/Rock Castle intersections will operate acceptably. The two intersections currently exist. The available distance will not be detrimental to the public health, welfare and safety for the prudent driver. This variance will have no impact on the capital or maintenance costs to the City. Trilby Road is classified as a major collector street. According to the "Larimer County Urban Area Street Standards" (LCUASS) Table 7-3, Fort Collins Street Standards - Technical Design Criteria, the distance between unsignalized intersections should be 330 feet minimum, on -centers. The distance between the proposed Majestic Drive and Carmichael Street is approximately 205 feet. This segment of Trilby Road is striped as a two-lane road with no center turn lane. It is appropriate that variances address a 20-year design condition (long range future). The Latter Day Saints Temple Site Plan shows Majestic Drive as far to the east as possible where the site still has access to Trilby Road. Majestic Drive cannot move further to the east without acquiring land from the Westchase HOA. The HOA is not likely to be receptive to selling the land to the LDS Temple. Lining up Majestic Drive across from Carmichael Street breaks up the site and does not allow a large enough area to place the LDS Temple and parking on the reduced site. The offset is in the direction such that there will not be conflicting left turns at the Trilby/Carmichael and Trilby/Majestic intersections. Within the City of Fort Collins, there are numerous public street intersections that do not meet the minimum spacing criteria and which operate safely and acceptably. Analysis for the long range future condition is contained in the "LDS Temple Transportation Impact Study" (TIS) dated August 2012. According to LCUASS, Figure 8-1, left -turn lanes are not required on Trilby Road, east of Timberline Road. As shown in the TIS, these intersections will operate acceptably as offset intersections. The location of this intersection will not be detrimental to the public health, welfare and safety. It is concluded that left -turning vehicles at the Trilby/Carmichael and Trilby/Majestic intersections will not conflict with each other. The Trilby/Carmichael and Trilby/Majestic intersections will operate acceptably as offset intersections. The two intersections are separated to the maximum practicable distance. The offset intersections will not be detrimental to the public health, welfare and safety for the prudent driver. This variance will have no impact on the capital or maintenance costs to the City. Therefore, it is respectfully requested that this variance with regard to intersection spacin � be granted.
