ODP Amendment - Overall Drainage Report 3 (NORTHERN ENGINEERING G HORSE The current ODP drainage study of record states that the entire subject property is located within the Foothills Basin, and that the Foothills Basin major drainageway generally flows southeast before eventually discharging into the Cache la Poudre River. While this is indeed true for the majority of the Bucking Horse property, there is a portion at the northwestern most property corner that is not part of the Foothills Basin. This corner actually drains into the Spring Creek Basin, with some overflow reaching the Cache la Poudre Basin. Said area is located on the Jessup Farm parcel. Please refer to the project -specific Drainage Exhibit4 submitted with the Jessup Farm Artisan Village Project Development Plan for a more thorough description and analysis of the stormwater concepts associated with the development of this parcel. Aside from the correction noted above, the Bucking Horse ODP amendment is consistent with previous ODP and all applicable drainage studies and stormwater improvements in the area. The development of the Jessup Farm parcel will be further documented with site -specific PDP and Final Plan applications. The newly proposed right-in/right-out access to Timberline Road is not expected to adversely affect stormwater runoff. There are no life -safety or emergency response critical facilities proposed within the 500-year Poudre River floodplain. All future development plans and construction activity within the floodplain shall be in conformance with Chapter 10 — Flood Prevention and Protection of the City of Fort Collins Municipal Code (COFCMC). In summary, this Overall Drainage Report letter adequately addresses any potential stormwater changes associated with the proposed Bucking Horse ODP amendment. Essentially, there are no changes at a major drainage level. The ODP complies with the governing City of Fort Collins Master Drainage Plans, the previously approved drainage plans specific for the subject property, and Chapter 10 of the COFCMC. Specifically, it serves to document the overall drainage impacts associated with the Bucking Horse ODP amendment. The ODP area is comprised of remaining properties from the original 217-acre Johnson ODP that have not been developed with previous filings of Sidehill. These properties have recently been purchased out of foreclosure from the bank and are now all owned and managed by common entities. The parcels comprise roughly 153 acres contained within Section 20, Township 7 North, Range 68 West of the 6`h Principal Meridian, City of Fort Collins, County of Larimer, State of Colorado. Timberline Road is located to the west, Drake Road to the south, and the Burlington Northern Santa Fe Railroad is located on a diagonal to the north and east. It should be noted that a FEMA regulatory 500-year floodplain for the Cache la Poudre Riverz does encroach slightly at the southeastern corner of the ODP area. The roadway and drainage infrastructure currently in place was constructed with Sidehill Filings One and Two. The earliest design concepts of said facilities date back to the drainage master plan for the area, as documented in the Preliminary Development Plan Drainage and Erosion Control Study for Johnson Farm by The Sear -Brown Group, dated December 11, 2001'. Subsequent drainage studies for the Sidehill subdivisions offered further detail and refinement to the original ODP concepts. The area being amended as Bucking Horse ODP was included in the Final Drainage and Erosion Control Report for Sidehill — Filing Two by JR Engineering, dated May 27, 2005'. The proposed amendment to the existing ODP of record does not significantly change any land use coverage, development intensity or otherwise influence major drainage patterns. The only change of any engineering significance is related to addition of a right-in/right-out access point to the historic Jessup Farm parcel; however, this does not impact ODP drainage assumptions.
