The applicant should make note of Article 3.2.1(C) that requires developments to submit plans that "...(4) protects significant trees, natural systems, and habitat." Note that a significant tree is defined as a tree having DBH (Diameter at Breast Height) of six inches or more. As several of the trees within this site have a DBH of greater than six inches, a review of the trees shall be conducted with Tim Buchanan, City Forester (221-6361) to determine the status of the existing trees and any mitigation requirements that could result from the proposed development. 2. With respect to landscaping and design, the City of Fort Collins Land Use Code, in Article 3.2.1 (E)(2)(3), requires that you use native plants and grasses in your landscaping or re -landscaping and reduce bluegrass lawns as much as possible. Reveille Bluegrass is one option for having bluegrass lawns and using less water. 3. There is a small drainage ditch that runs east -west between the parcels-, the context of the site is highly developed and the existing vegetation and width of the drainage ditch does not support wildlife. Thus, an Ecological Characterization Study for this site will not be required. However, preserving the existing trees, based on your discussion with Tim Buchanan, should be prioritized for preserving what little habitat on the site does exist. This fire lane shall be visible by painting and signage, and maintained unobstructed at all times. A fire lane plan shall be submitted for approval prior to installation. In addition to the design criteria already contained in relevant standards and policies, any new fire lane must meet the following general requirements: 4 Be designed as a flat, hard, all-weather driving surface (asphalt or concrete) capable of supporting fire apparatus weights. A drainage easement is needed for the lower end of the storm sewer that is on City property. The Natural Area Program manages the pond so both the Land Conservation & Stewardship Board, and the Water Board will need to approve the easement before it goes to City Council for final approval. Most of the property is in the E zone. Some of it is in the I zone. The detention center and offices are a permitted use in both zones. UNDERSTOOD 2. The parking lot should be designed in compliance with Sec. 3.2.2 of the Land Use Code (LUC). This deals with design, handicap parking, bike parking, etc. UNDERSTOOD 3. The landscaping should comply with Sec. 3 2.1 of the LUC. This means, among other things, that no more than 15 parking spaces can be allowed in a row without an intervening landscape island. There is at least 1 row that has more than 15 parking spaces. Recognizing that unique security concerns may need to be addressed, alternative landscape compliance can be considered for the site.
