Landscape Plans:
#1. - The approach to landscaping in general and at locations such as the parking lots throughout the Midpoint
Campus has been influenced by required security protocol. In locations, especially where security concerns are
most acute, such as the interior of parking lots, landscape has been limited or established at the outer edge
boundaries such as Midpoint Drive. The goal is to maintain existing and new video cameras with the capability to
provide the necessary lines of sight.
A variety of trees that can be trimmed up are generally located at these outer edges. Interior ends of islands at
strategic locations in some parking lots, do not have trees or landscape materials and have been painted for this
reason. Additionally, the elimination of plant materials such as shrubs and bushes that provide the potential of
hiding or screening for individuals can not be permitted. 54 deciduous trees, 47 ornamental trees, and 9 evergreen
trees for a total of 110 new trees are being added to the Midpoint Campus site.
The large, existing cracked willow tree cannot be saved for several reasons. All parking lots throughout Midpoint
Campus were planned and designed to maintain the following goals of the Master Plan: a) Develop
comprehensive campus connectivity and place all new parking within compact, short walking distances from the
buildings they serve. b) Do not place any parking lots where they will be displaced by buildings in the future. c).
Maintain security perimeters and lines of sight of parking lots at all times of the day.
Additionally, all proposed parking spaces are required for these improvements, and no new additional permanent
parking spaces have been added to the Sheriff's Office. Some temporary recycled asphalt spaces for impoundment
and special vehicles replace previous gravel or dirt lots. Finally, the position of the cracked willow tree is such
that it is unsafe. Due to its extreme brittle nature, it poses risks to people and vehicles even on calm non windy
days, as well as significant security/line of sight issues for the new parking lot.
#2 — This row of parking is over the 15 parking spaces in a row because we need to accommodate the parking
requirements for the video visitation, handicapped spaces, the main public entry to the Jail and afore mentioned
security/line of sight issues.. The one location in front of the ASU building is existing and needs to stay
unobstructed in order to function as the main entry to the ASU building.
#3 —SEE #1 ABOVE.
#4 — The Master Site Plan has provided information including the following: Typical parking stalls and drive aisle
dimensions, Building envelopes and dimensions, Setback dimensions. Added label information includes: bike
racks, generators, trash enclosures, light poles and bus stops. Parking breakdown includes existing and proposed
counts.
