This means that visitors are typically on the Midpoint Campus for approximately one to two hours. This video visitation building will replace the existing visitation procedure. Inmates will have access to video stations inside the Larimer County Detention Center. Visitors will use the video visitation building, the existing ASU building, to access a video booth. The number of video booths could go up slightly, but not by much. Visits will continue to be approximately 30 to 60 minutes. However, the visitor check-in/check-out process will be easier and the inmate will have access to the video station without having to be escorted to a booth. With the increase in efficiency and an increase in the number of visitation stations, it is likely that the number of vehicle trips could increase by approximately 10 trip ends in the afternoon peak hour. With the installation of the video visitation station, there is the possibility that visitors can video visit from a computer in their own home. This could possibly reduce the number of trip ends. The new Alternative Sentencing Department (ASD) building will house approximately 130 beds. Currently, the ASU building houses approximately 100 beds. The ASD workender program is a program that has workenders arriving between 7:30- 8:30 am on Saturday, spend the night on Saturday, and depart between 4:00-5:00 pm on Sunday afternoon. The work crew bus depart between 9:00-10:00 am and return between 3:00-400 pm. It is estimated that 40 percent of the workenders get dropped off, 30 percent drive and park, 20 percent ride the bus, and 10 percent bike. It is the desire to expand the workenders program to Tuesday/Wednesday program with another night (Thursday/Friday) starting approximately one year later. Based on the arrival distribution above, the 130 beds will generation approximately 52 dropped-off/pick-up vehicles (104 trip ends), 39 drive to/from and park vehicles, 26 workers will arrive by bus, and 13 workers will arrive by bike. There will also be 8 buses that depart in the morning and return in the afternoon. Since, the arrival and departure are on different days the daily trip ends will be 159 trip ends. On Tuesday and Thursday the Midpoint Campus Expansion will generate approximately 143 morning peak hour trip ends. On Wednesday and Friday the Midpoint Campus Expansion will generate approximately 143 trip ends. Figure 3 shows the trip distribution and site generated traffic due to the expansion. It is concluded that the proposed Midpoint Campus Expansion will generate slightly more traffic than the current Midpoint Campus. However, the calculated increase in generated peak hour traffic will be less than 20 percent. The site location is shown in Figure 1. This memorandum provides trip generation analysis for Midpoint Campus Expansion. The Larimer County staff requested a brief trip generation analysis. The Midpoint Campus Expansion is a proposed expansion of the Larimer County Sheriff building, the Larimer County Community Corrections building, a renovation of the Alternative Sentencing Unit building into a video visitation building, and a new Alternative Sentencing Department building. The site plan is show in Figure 1. The expansion of the Larimer County Sheriff's Office will be a total of approximately 15,000 square feet. There will also be some renovation of the existing building. The final building area will be approximately 50,000 square feet. This expansion is due to current overcrowded conditions and it is not anticipated that there will -be an increase in the number of employees at the Larimer County Sheriff's Office. Therefore, the increase in vehicle trips due to the Larimer County Sheriff's Office building expansion was assumed to be negligible. The expansion of the Larimer County Community Corrections (LCCC) building expansion will be approximately 3,500 square feet. There will also be some renovation of the existing building. The final building area will be approximately 55,000 square feet. This expansion is due to current overcrowded conditions and it is not anticipated that there will be an increase in the number of employees at the LCCC building. Therefore, the increase in vehicle trips due to the LCCC building expansion was assumed to be negligible. The existing Alternative Sentencing Unit (ASU) building will be converted into a video visitation building. Currently, there are 11 visitation booths in the Larimer County Detention Center building. Inmate visits are typically 30 to 60 minutes in duration. Visitors must check-in/check-out for the visitation and the inmate must be brought to the
