HomeMy WebLinkAboutLARIMER COUNTY MIDPOINT CAMPUS EXPANSION - SPAR - SPA110002 - P&Z PACKET - MAPS/GRAPHICSLARIMER COUNTY DETENTION CENTER PLANNING OBJECTIVES and one-story elements. New uses include; office spaces, training room, conference rooms, wellness center, locker rooms and showers, and break room, evidence storage and vehicle bays. On the east side, new space will include an evidence storage expansion and two evidence vehicle bays on the ground floor plus a physical training area on the second level. On the west side, there will be a new break room, lockers and showers, and remodeled existing spaces including an expanded wellness center and computer lab. New open office and enclosed office areas will be added to both the first and second levels. Additionally, new general storage, and an investigations conference area, will be added to the second floor. Architecturally, care has been taken to integrate the new additions to appear visually cohesive with the original building and to give the impression that the additions have always existed. This is accomplished by using the same decorative concrete masonry patterns and features of columns and cornices, careful color integration, and similar fenestration treatment of windows and openings. The project will include high performance glazing systems and will continue the incorporation of day -lighting strategies with light shelves into the open office areas. LARIMER COUNTY COMMUNITY CORRECTIONS EXPANSION A minor addition is being proposed for the southerly end of the existing office administrative area of Community Corrections building. The new construction will be a one-story extension adding 3,500 SF to the building for a total of 58,658 SF. New uses include new dual -use conference spaces, offices, restrooms, and storage area. Similar to the Sheriffs Office addition, special care has been taken to integrate the new addition to be visually cohesive with the original building not appearing as an "add -on appendage". Again, the use of the same decorative concrete masonry patterns, combined with careful color integration and similar window treatment will achieve the intended result of architectural continuity. LARIMER COUNTY ASU REMODEL The existing, single story, 14,308 SF, Alternative Sentencing Unit building is being repurposed from housing the current Work Release and Work Ender programs. Those uses are planned to move to the new ASO building described above. The existing building will be remodeled into the following spaces: minimum security housing for 48 inmates, video visitation for the public -side visitors, a multi -purpose conference room, and storage space. Only minor changes will be made to the exterior of the existing building including; cutting in several new windows and doors, adding an outdoor patio area to the south side and removing two existing outdoor patios on the north and east sides of the building. ;w,,ld LARIMER COUNTY DETENTION CENTER PLANNING OBJECTIVES LARIMER COUNTY ALTERNATIVE SENTENCING DEPARTMENT LTERNATIVE SENTENCING DEPARTMENT NORTHEAST PERSPECTIVE This new building for the Larimer County Alternative Sentencing Department will include the Work Release and Work Ender programs, as well as general administrative functions. As a critical component of the criminal justice system in Larimer County, these programs provide an alternative to incarceration and imprisonment. Uses include. Work Release Program (168 beds), Work Ender Program (100 beds), administration offices, and kitchen for the Alternative programs. The Work Release program houses offenders for an average of two months, during which time they are able to retain a job and leave the facility for the purpose of employment. The Work Ender program offers offenders a way to serve their sentence through a series of overnight stays, during which time they are assigned to a work crew to perform useful labor in the community. A series of collaborative charrettes conducted with the design team, Larimer County Facilities and the Alternatives program staff was used to carefully program the 53,500 square foot, two-story building. The primary materials proposed for the building include decorative concrete masonry units in a variety of colors and patterns, "hard coat" Portland cement stucco, metal composite panels and coping systems, and the selective use of native sandstone reclaimed from the old Larimer County Courthouse. The project will incorporate a high performance building envelope and numerous sustainable and energy efficient design features with the goal of obtaining a I Silver certification. Extensive site improvements will provide for enhanced way finding and pedestrian and vehicular connections to the building, and landscape planting will be supplemented throughout the area. LARIMER COUNTY SHERIFF'S OFFICE EXPANSION A new addition to both the east and west ends of the existing Sheriffs Administration building will increase the size of the facility by approximately 15,007 SF. Added to the existing 36,437 SF, thus creating a total of 51,144 SF. Both extensions will have two-story LARIMER COUNTY DETENTION CENTER PLANNING OBJECTIVES LARIMER COUNTY MIDPOINT CAMPUS PLAN The Midpoint Master Plan has been developed into the Sheriffs Detention Facilities programs east campus and the Alternative Programs west campus. Both programs are planned to anticipate future development. The site features include the incorporation of new, additional master drainage/detention ponds serving all buildings and site improvements for the entire Midpoint Campus. Providing controlled storm water release, the overall stone drainage design is comprehensive and ties into the off -site regional drainage/detention system. Special attention has been given to campus -wide pedestrian and vehicular connectivity with new sidewalks, parking lots and drives. Underground utilities have been coordinated to provide the necessary area -wide services and fire protection. Architecturally, the use of durable materials such as masonry and stucco, together with careful selection of colors and materials will be compatible with the existing Midpoint Campus buildings. Masonry retaining walls are integrated as landscape features at the detention ponds. Detailed landscape plans have been developed for each new improvement. The building projects are being added to the Midpoint Campus without an additional increase in staffing or personnel needed to operate the facilities. The total new building and additions square footage totals approximately 72,000 SF. Remodeling will consist of approximately 8500 SF.
