The meeting adjourned at 8:45 P.M. 1 Y C — Will consider how to make this a part of Harvest (in appearance and design) Q—Will there be a monument sign? R —Yes, at County Fair and Ziegler Q— How do you get into the units? R — Will use the garage to get into the kitchen, more safe and secure this way Q—Are there basements? R —Yes, will be unfinished unless someone pays for this upgrade initially Q—Where does site drain? R —All of the site drains to the south toward McClellands Creek C — Concerned if drainage goes into Harvest Park pond R — Will drain south, will design to slow the water down using bioswale design Q— Will there be a view of the mountains blocked? R — Trees may block some views, may group trees for this reason, should have views from 2nd story of units C — Would prefer a 2- story rather than 2-1/2 stories Q—What is setback from Ziegler? R — 30' plus about 15' (total about 45') Q—Will there be roof patios? R — Yes C — Would like to see more residential on the north lot rather than any future commercial (like Subway) Q— Can the city require the entire property to develop, or the north piece first? Seems like it should be planned and developed all at one time R — No, but city requires the overall development plan if the property will be developed in phases Q—How will they cut the road in? R — First will be water and sewer, then road will be built probably coming from Ziegler before any more construction can begin Q— What will happen to the northern lot when the road goes in? 4 4 R — Yes, required to do so by the city C — If you want to turn left, you will use Rock Creek during busy times; there will be more traffic here in the off-peak times R — Required to design for peak time; high school peak and other peak times aren't always the same Q—Will County Fair Lane be 2 lanes? R — Yes, with a median for left turn storage Q— Will there be parking allowed on County Fair Lane? R — Don't know, will discuss with city staff C — Concerned about parking and not having enough; would like to see parking allowed on County Fair Lane and concerned about spillover into Harvest Park. Will there be parking on Ziegler? R — No, it's an arterial street so isn't allowed C — Fence you're removing has kept kids out; concerned if fence goes, high school kids will hang out there even more Q — Could there be a fence put in like the one on Rock Creek (white vinyl 2-rail)? What will landscaping along Ziegler be —will it be similar to Harvest? R — Street trees on 40' spacing, sidewalk more landscaping behind the walk C — Could use 2-rail white fence to continue along Ziegler; might help keep kids out of the bridge area on Ziegler if there was fencing Q—Will open space be public or private? Dedicated to the city? R — Don't know at this time Q— Have these property owners done other developments before? R—No Q— Are these designed as green buildings? Roof style? C — Some of the roofs are flat, similar to the high school Q— What is the height? R-26-28' C — Would prefer not to have a fence, suggest keeping area more open and natural 3 I R —Aware that there is a water issue in some areas; plan on planting trees along the edges of the Harvest Park detention pond to west of this site Q — Is there a fence planned on the west property line? Suggest using tree species for the detention pond that will grow in water R — Would plan on putting trees along the edges of the pond, not in the bottom of the pond; plan on removing the existing 6' fence along the property line if the HOA agrees Q—Are there porches on the west elevation of buildings? R —Each building will have 2 balconies and 2 concrete entrance pads on west elevation Q— What's the construction timing and what percentage of units would remain owner -occupied and how many rentals R — Construction timing will depend on market, may be done within 2 years, expect typical construction work day hours; expect 4 — 5 months in city review process; HOA would control if units become rentals or not, city doesn't regulate this Q — How do you get into the site? R — One entrance from County Fair Lane C — Harvest Park HOA is working on pond plantings, would like native/water-conserving plants, would like to work with this developer on landscaping and natural area Q— Will open space be dedicated to city? R — Don't know at this time, will discuss with city staff Q— Has there been any discussion about a traffic light at Saber Cat? R — Ziegler is an arterial street and roundabout serves in lieu of a signal; signal spacing is usually ''/: mile and the volume of traffic won't meet signal warrants; recommend that speed limit be reduced Q—Are you recommending a right -turn out only? R —Will be full turning with a stop sign at the County Fair Lane/Ziegler intersection Q— What will the amount of traffic on County Fair be? R — Will look up the numbers in traffic study Q— Will traffic be higher on County Fair from this project or from Harvest Park overall? R —Will look up in traffic study Q— Have you considered traffic from other area developments? ►a Harvest Park/Ziegler Project Neighborhood Meeting Notes Date: Thursday, October 25, 2012 Time: 7:00 — 8:30 P.M. Place: Traut Core Knowledge School Attending: Approximately 20 area residents; Consultants Steve Steinbicker, Matt Delich and Bob Almirall; and Interim Planning Manager Sherry Albertson -Clark The meeting began with introductions, purpose of the meeting and an overview of the planning process by Sherry Albertson -Clark. Steve Steinbicker then described the project. The next section of the meeting was spent in responding to questions, comments, suggestions and discussion, which is summarized below. Questions, Comments, Suggestions, Discussion Q— Is this a mix of town homes or condos? R — These are for sale units; some have 2 levels and others are one level Q— What's the size of units? R —There are 6 unit types with minimum size of 1,350 SF, will have an HOA and may/may not tie into Harvest Park HOA Q— What is the height of buildings? R — 2 -1/2 stories C — Buildings don't blend in with existing homes; don't like the style, it's quite different from what's already in area R — Buildings are similar in scale, roof pitches to what's already in area Q —What would go in on the northern lot and what's the size of that lot? R — Uses aren't known yet, but would be uses permitted in LMN zone; northern lot is 1.25 ac Q— What is the green area on the bottom of the plan? R — It's open space/natural area, have 85' wide area and another 40' to the closest building — buildings are pushed farther to the north of the site C — Have had issues in Harvest Park with ground sinking 1
