Pre -Submittal Meetings for Building Permits
Pre -Submittal meetings are offered to assist the designer/builder by assuring, early on in the
design, that the new commercial or multi -family projects are on track to complying with all of the
adopted City codes and Standards listed below. The proposed project should be in the early to
mid -design stage for this meeting to be effective and is typically scheduled after the Current
Planning conceptual review meeting.
Applicants of new commercial or multi -family oroiects are advised to call 416-2341 to schedule a
pre -submittal meeting. Applicants should be prepared to present site plans, floor plans, and
elevations and be able to discuss code issues of occupancy, square footage and type of
construction being proposed.
Construction shall comply with the following adopted codes as amended:
2009 International Building Code (IBC)
2009 International Residential Code (IRC)
2009 International Energy Conservation Code (IECC)
2009 International Mechanical Code (IMC)
2009 International Fuel Gas Code (IFGC)
2009 International Plumbing Code (/PC) as amended by the State of Colorado
2011 National Electrical Code (NEC) as amended by the State of Colorado
Accessibility: State Law CRS 9-5 & ICC/ANSI Al17.1-2003.
Snow Load Live Load: 30 PSF / Ground Snow Load 30 PSF.
Frost Depth: 30 inches.
Wind Load: 100- MPH 3 Second Gust Exposure B.
Seismic Design: Category B.
Climate Zone: Zone 5
Energy Code Use
1. Single Family; Duplex; Townhomes: 2009 IRC Chapter 11 or 2009 IECC Chapter 4
2. Multi -family and Condominiums 3 stories max: 2009 IECC Chapter 4.
3. Commercial and Multi -family 4 stories and taller: 2009 IECC Chapter 5.

1. It is requested that the new wall be placed as far from Overland Trail as possible, ideally within the
existing fence line. Ultimately when this frontage is improved the sidewalk location will most likely be
behind the existing landscaping adjacent to the wall.

1. The only Stormwater requirement is to show how the wall can be built and still allow drainage to flow out
of the facility. This could be done with a grading plan or just show openings for drainage on the site
plan. It appears that offsite flows are presently directed around the facility but if they pass through it, the
openings will need to be sized to allow passage of the 100 year runoff. A drainage letter from a
professional engineer registered in Colorado describing the drainage plan and sizing the openings is
required.

2. ADDRESS NUMERALS
Address numerals shall be visible from the street fronting the property, and posted with a minimum
six-inch high numerals on a contrasting background. (Bronze numerals on brown brick are not
acceptable). If the numerals are mounted on a side of the building other than the side off of which it is
addressed, the street name is required to be posted along with the numerals.

1. The property is located in the Public Open Lands (POL) district. A building permit is required for the 12'
wall. The parcel does not appear to be platted. There are no min. setbacks however if easements exist
where the wall is proposed these will need to be vacated.
2. The wall portion along Overland Trail must comply with the design and articulation requirements in Sec.
3.8.11(A) of the Land Use Code. That section states:
"Fencing and walls shall meet the following standards:
(A) If used along collector or arterial streets, such features shall be made visually interesting and shall
avoid creating a "tunnel" effect. Compliance with this standard may be accomplished by integrating
architectural elements such as brick or stone columns, incorporating articulation or openings into the
design, varying the alignment or setback of the fence, softening the appearance of fence lines with
plantings, or similar techniques. In addition to the foregoing, and to the extent reasonably feasible,
fences and sections of fences that exceed one hundred (100) feet in length shall vary the alignment or
setback of at least one-third (113) of the length of the fence or fence section (as applicable) by a minimum
of five (5) feet."
The PRPA letter states that no landscape changes are planned on the east side (along Overland Trail).
However, to comply with the above requirement, it may be necessary for additional plantings on the east
