You should re-evaluate the installation of a full traffic signal at Prospect
and Apex/Ellis.
Q: There is a concern for flooding on the Spring Creek Trail. Flooding is very
dangerous and a major flood in the area occurred back in 1997.
A: Yes, we recall the flood of 1997. We plan on complying with all floodway
and floodplain regulations.
Q: Students at Lesher Junior High do not cross Prospect within the
designated school zone. The school zone on Prospect should be
extended to the East.
Q: Do any of the units have basements?
A: We anticipate that some will have basements and some will not.
Q: What is the level groundwater?
A: Our preliminary finding is that the level of groundwater fluctuates.
Q: What do you plan to do with the Emigh irrigation lateral?
A: We plan on closing it down as there are no users downstream of us.
Q: Are there only two outlets for traffic?
A: Yes, Apex/Ellis St. and Apex/Robertson St.
Q: Are the both of these outlets public roads?
A: Yes.
Q: What will be the connection to the sanitary sewer system?
A: We plan on tying into the City's existing 30-inch diameter sewer to the
south.
Q: What are the connections to City waterlines?
A: We will extend the existing 8-inch line in Apex and then provide a six-inch
loop in our private drive.

Q: What will the price of the homes be?
A: We are still very early in our planning process. The prices have yet to be
determined. Our intent is to provide affordable homes relative to the
market but with options available for upgrades. Homes will range between
1,400 -1,800 square feet, plus or minus.
Q: I live at the south end of Prospect Commons and I am concerned about
the height of houses behind my lot. What will the height be of the units in
the southwest corner of the project?
A: We have not designed the houses to that level of detail at this time. We
expect these houses could be one or two stories.
Q: We are concerned about privacy and don't want a two-story building next
to us (Prospect Commons).
A. We understand your concern.
Q: When will the construction begin?
A: We anticipate late spring early summer of 2010 but this will depend on
the market.
Q: If you decide to build more than 31 dwelling units after approval, would
you have to go back through the notification process?
A: Yes.
Q: What would the height be of the units?
A: We are planning on two levels. We refer to the height as one and one-
half stories because the second level is within the roof line.
Q: We don't want a big house in the Southwest corner next to Prospect
A: We will abide by the required side yard and rear yard setbacks.
Q: There is a concern about kids trespassing through the common area of
Prospect Commons.
A: We do not want to encourage any trespass on private property.
Q: For the folks in Pinnacle Townhomes, there is a concern about the
increase in traffic on Apex.
A: Yes, it is likely that there will be an increase of traffic on Apex.
Q: There is concern regarding the traffic on Prospect. The school zone
requires that speeds be reduced to 20 mph when flashing. This speed is
constantly violated. A fully operational traffic signal (not just a school zone
crossing signal) is needed. When the school traffic signal is actuated,
westbound traffic backs up to Ukiah Lane and causes a traffic nightmare.

Q: I live on Prospect Road. I have concerns about traffic especially given the
traffic associated with the church and junior high school. Traffic to the
school and church creates a bottleneck of traffic on Prospect Road.
A: We are aware of the traffic concerns and we will be required to submit a
Transportation Impact Study as part of our project submittal requirements.
This study will be reviewed and evaluated by the City's Traffic Engineer.
Q: Will any existing driveways on Prospect be removed?
A: Yes, two driveways along Prospect will be removed. Access to the
houses that front on Prospect will be provided by the extension of Apex.
Q: Does Apex connect to the east?
A: Yes. Apex already exists to the east as part of Pinnacle Townhomes.
The right-of-way for Apex is stubbed to the west property line of Pinnacle
Townhomes so it is designed and intended to be continued to the west to
serve our site.
Q: Where is parking located for businesses on the Prospect Road?
A: We plan on providing parking on site.
Q: How will the density compare to adjacent complexes?
A: Our proposed density is higher than Prospect Commons but lower than
Pinnacle Townhomes.
Q: Will an 8-plex be part of this project?
A: No, we plan on having single family detached homes and single family
attached homes which are also referred to as zero lot line. And, as
mentioned, we plan on having two duplex buildings (four units).
Q: I live in Pinnacle Townhomes. How will construction traffic be dealt with
and will it be kept off of Apex?
A: Yes, we will look into making sure construction traffic does not impact
Pinnacle Townhomes.
Q: How do you plan to deal with the access requirements of the Poudre Fire
Authority?
A: Parking will not be allowed on our private loop street. Each lot will be
provided with two parking spaces located off-street. We have met with
P.F.A. and plan on complying with all of their access requirements.
Q: Will there be garages or covered parking for vehicles?
A: We anticipate a mix of garages and carports.

PROJECT: New Prospect
DATE: December 7, 2009
APPLICANT: Mr. Dan Tweeton, Verde Development,

CONSULTANT: Mr. Terence Hoaglund, Vignette Studios
CITY PLANNER: Ted Shepard, Chief Planner, City of Fort Collins
The meeting began with a description of the proposed project. This is a request
for a residential development project consisting of 25 single family detached or
single family attached homes and four duplex dwelling units on 4.78 acres on the
south side of East Prospect Road. The exact mix of single family detached and
attached units has not been determined. In addition, there would be one mixed
use building that would contain non-residential land uses (office/commercial) and
two dwelling units. The total number of dwelling units would be 31. The density
would be 6.5 units per gross acre. The site is primarily located at 805 East
Prospect Road. The project also includes the southerly portions of 807 and 811
East Prospect Road. The two existing houses on 807 and 811 East Prospect
Road will remain.
Apex Drive is planned to be extended west from Pinnacle Townhomes into the
subject site. Apex Drive would then turn ninety degrees north and would then
intersect with East Prospect Road near the intersection with Ellis Drive. There
would be no street connection to the west onto Ukiah Lane in Prospect
Commons. A bicycle and pedestrian path is planned to connect to the Spring
Creek Trail.
Unless otherwise noted, all responses are from the applicants or the consultants.
QUESTIONS, CONCERNS, COMMENTS
Q: Will there be a signal at the intersection of Prospect and Apex?
A: No, preliminary indications are that a new traffic signal is not warranted at
this location due to the relatively low number of new units being proposed.
And, since there is not a lot of traffic on Ellis north of Prospect, a signal at
this location may not meet the criteria for installing a new signal on an
arterial street.
