Include elevations of the enclosure. Comment Number: 4 Comment Originated: 08/06/2012 08/06/2012: LUC 3.2.1(F) Landscaping plan shall include tree protection plan for trees that are to remain Was the tree mitigation plan reviewed with City Forester? if so make a note on plans that states mitigation plan approved by city forester. There needs to be at least one tree in the parking island in the parking lot. LUC 3.2.1(D)(3) There are minimum species diversity requirements. To verify compliance plant list shall contain the new planting and existing tree species and quantities. The dryland and wetland seed mixes were not indicated on the plans. These mixes need to be approved by the City Environmental Planner. Comment Number: 7 Comment Originated: 08/06/2012 08/06/2012: LUC 3.2.4 Requires site lighting plan which includes photometric plan with catalog cut sheets (see section for other standards) for all development. If this was given zoning did not receive a copy of it. Comment Number: 4 Comment Originated: 08/06/2012 08/06/2012: We have concern about the elevation of sewer service at the connection point at the 30" trunk line. Based upon flow data from 2009 and theoretical depth calculations, it appears that the sewer service could surcharge at the connection point on a fairly regular basis. We will attempt to obtain some routine dry weather flow depths to provide additional information realizing that wet weather flows will be even higher. In the meantime, it is suggested that the design of this connection be revised to maximize the distance between the invert of the 30" sewer and invert of the service line. Comment Number: 2 Comment Originated: 08/06/2012 08/06/2012: Land Use Code (LUC) 3.2.2(H) Vehicular Use area requires a 15' setback from the property line along an arterial street (N College Ave). The proposal shows only a 10' setback from the property line which would require a modification or an alternative compliance request. LUC 3.2.2(L) Table A The drive aisles for 45 degree parking stalls are allowed to be 15' in width when it is a one-way drive aisle. Current proposal does not indicate any governing tools (signs, painting...) that would ensure the drive aisle is used as one-way. LUC 3.2.2(K) All though there is no parking minimum there is a parking maximum. Parking table should indicate that for Industrial.use maximum parking spaces are .75 space per employee, The number of employees will be required on the parking table to verify compliance. Also the note on the plans "Potential Parking in railroad ROW if approved" needs to be clear. Who's approval? It should also state that if approved it is required to be surfaced with either asphalt or concrete, properly painted, and properly screened/landscape. This would require a landscape island with a tree every fifteen spaces. Does it still accurately reflect the proposed plan? I know the parking configurations have changed. The ECS should address the entire site and the revised plans. Comment Number: 9 Comment Originated: 08/03/2012 08/03/2012: Staff appreciates the long management implications outlined in the ECS. As the project proceeds through to construction (should it gain approval), staff will require a weed management plan and a landscape bond for the Natural Habitat Buffer Zone to ensure this area achieves its design objectives. Staff also cautions the applicant in selecting a landscaping company that is proficient in establishing and maintaining native landscapes to increase the site's success.
