Lighting plan has been designed to reduce the amount of site lighting as directed by the Landmark Preservation Commission and natural resources staff, but still provide safe light levels in areas that will be used by the EECL staff, students and visitors. Response: This parking is no longer being requested in the railroad ROW Comment Number: 3 Comment Originated: 08/06/2012 08/06/2012: Trash/recycling enclosure required constructed on concrete pad and designed with walk-in access without having to open the main service gate setback at least 20ft from a public sidewalk. It appears that there a trash/recycling area on the site plan but no enclosure. Include elevations of the enclosure. Response: The EECL includes a consolidated and fenced service area, including the trash/recycling bins. Was the tree mitigation plan reviewed with City Forester? if so make a note on plans that states mitigation plan approved by city forester. Response: Tree mitigation has been reviewed and note added to plan. There needs to be at least one tree in the parking island in the parking lot. Response: In its approval of the site plan and parking lot, the Landmark Preservation Commission requested only low plant materials be used in this area to protect the view of the historic Power Plant building from the public way. LUC 3.2.1(D)(3) There are minimum species diversity requirements. To verify compliance plant list shall contain the new planting and existing tree species and quantities. Response: Plant list has been updated. The dryland and wetland seed mixes were not indicated on the plans. These mixes need to be approved by the City Environmental Planner. Response: Acknowledged. Comment Number: 4 Uomment Originated: 08/06/2012 08/06/2012: We have concern about the elevation of sewer service at the connection point at the 30" trunk line. Based upon flow data from 2009 and theoretical depth calculations, it appears that the sewer service could surcharge at the connection point on a fairly regular basis. We will attempt to obtain some routine dry weather flow depths to provide additional information realizing that wet weather flows will be even higher. In the meantime, it is suggested that the design of this connection be revised to maximize the distance between the invert of the 30" sewer and invert of the service line. Response: The sanitary sewer service has been reconfigured to include a small force main running from the building to the existing sanitary sewer pipe. This allows for the new pipe invert to be well above the existing 30" main. A manhole and easement are proposed within the neighboring parcel. The pump to the force main will be inside the proposed building and designed by the mechanical engineer. The proposal shows only a 10' setback from the property line which would require a modification or an alternative compliance request. Response: Acknowledged, alternative compliance request is attached. LUC 3.2.2(L) Table A The drive aisles for 45 degree parking stalls are allowed to be 15' in width when it is a one-way drive aisle. Current proposal does not indicate any governing tools (signs, painting...) that would ensure the drive aisle is used as one-way. Response: Directional arrows have been added to the horizontal control plan. Arrows are preferred over signs in this area to protect the views to the historic building from the public ROW as encouraged by the Landmark Preservation Commission. LUC 3.2.2(K) All though there is no parking minimum there is a parking maximum. Parking table should indicate that for Industrial use maximum parking spaces are .75 space per 08/01/2012: Please add a detail for the inlet and by-pass locateu at the low end of the water quality swale. Response: Per our conversation on 914/12, that area consists of a proposed inlet and an existing pipe. The existing pipe will remain in the current location. The proposed inlet has been designed to capture all of the additional 100-year flow with the amount of elevation difference between the existing pipe and the proposed inlet. Spot elevations for both the proposed inlet and existing pipe are shown on the grading plan. Response: The gravel drive starts to warp to the north prior to reaching that corner. A berm has been design to further insure that runoff will be fully routed to the water quality pond. Response: Due to the historic nature of portions of this site used as a dumping area, excavations for the project are recommended to be minimized. Also, the recently planted trees near the Solix trailers appear to be healthy with standard excavation. Based on these factors, we plan to utilize standard excavations, and require a two-year warrantee for plant materials.
