Dear Neighbor:
On Thursday, February 16, 2012, at 6:00 p.m. in the City Council Chambers, City Hall, 300 West LaPorte
Avenue, the Planning and Zoning Board of the City of Fort Collins will hold a public hearing regarding five
(5) Modification of Standards requests associated with the Remington Annex multfamily project located
at 705, 711 and 715 Remington Street. The hearing is regarding requests for a "stand-alone"
Modification of Standards to the density, floor area ratio, side yard setback and two regarding the
demolition of a historic property that is individually eligible for local landmark designation. The
Remington Annex Apartment Project is located in NCB- Neighborhood Conservation Buffer District as
well as inside the Laurel School National Register District boundaries.
Modification of Standards, (sometimes referred to as variances), are needed when a developer needs to
address a specific standard in the Land Use Code (LUC) differently than the LUC requires. The Remington
Annex project, as a whole, is not being considered at the above referenced hearing on February 16,
2012. Only the granting of modifications requests will be heard at this time.
The February 16, 2012, hearing will consider the following five (5) Modification of Standard requests:
1. To allow to not provide for the preservation of an individually eligible local landmark property to
the maximum extent feasible (Section 3.4.7(B));
2. For allowing the demolition of an individually eligible local landmark property (Section 3.4.7(E));
3. For a 199% increase over the .33 maximum floor area ratio (FAR) of the rear half of the lot for a
rear FAR of 2.32 (Section 4.9(D)(5));
4. For an increase of 19,892 square feet over the allowable 19,897 square foot total floor area for a
project total of 39,769 square feet, which is 99% over the allowable standard (Section4.9(D)(1));
5. For an exception to allow the portion of the building exceeding 18 feet in height to not step back
and additional 1 foot for every 2 feet over 18 feet of height (Section 4.9(1))(6)(d).
At the hearing you will be given the opportunity to state your views about the modifications in question
as they relate to the project. For additional information, the cited Land Use Code Sections above are
available for your review at: http://www.colocode.com/ftcollins/landuse/begin.htm. All Planning and
Zoning Board Decisions are appealable to City Council.
Finally, the notification mailing list for public hearings is derived from official records of the Larimer
County Assessor. Because of the lag time between home occupancy and record keeping, a few property
