would ultimately be a distraction to the Harvest community and hurt resale values.
Another concern is that the development should not be allowed to use the
Harvest name in "Harvest Park/Ziegler" in any, public promotion unless it joins the Harvest
organization. Utilizing the name implies that they have access to the Harvest community
club house,parks and trails, which they do not unless they join.
I realize the developers are spending considerable time and effort to make this a positive addition
to the area. I believe that extending County Fair into a cul de sac on the property would achieve
that goal and lessen my concerns. It would maintain the residential atmosphere of the Harvest
community and provide additional space for multi -family development as the street would no
longer cross the entire property.
Do you know if these issues have been -addressed? -And if not what is the best way for me to
make my concerns known to the developer and Planning and Zoning Board.

I am writing to express my concerns about the Harvest Park/Ziegler Overall Development Plan
ODP #120004 and the manner in which the Planning and Zoning Board conducts their business.
I revived a letter from your office dated April 4, 2013 which stated that there would be a public
hearing to discuss this development. I am concerned about the potential public safety hazard that
this project might create. I attended the meeting so that I could explain my concerns. However,
the Fort Collins Planning and Zoning Board did not conduct a public hearing on this project, but
cavalierly dissed the topic without any public presentation of the project or request for public
input.
Your letter gave a good map of the location of the project, but did not give any details about the
project itself. I am w. riting to you on the, hope. that my concerns will be addressed if they have not
already,done so. '
My first concern is that if County Fair Lame is extended to' Ziegler it will posed public hazard
with minimal 'public benefit" It. has been`clai ned that this'extension wmIti the original,Harvest
proposal and that it will provide additional access to the development. However, all traffic into
and out of the Harvest neighborhood is to the North and West, i.e. to and from all Fort Collins
business and commercial locations. North and west traffic accesses Harvest primarily via.
Corbett Dr. and Rock Creek. Any traffic from the north on Ziegler will access Harvest at the
traffic light at Rock Creek before the proposed Country Fair extension. Access from the East to
Harvest via a County Fair extension is limited by Fossil Ridge High School campus.
A public traffic hazard will be created if County Fair is extended to Ziegler opposite
Saber Cat dr. The Saber Car Dr./County Fair intersection will be seen by high school traffic as a
way to avoid the stop light Ziegler and Rock Creek. As a result it will entice drivers to dart
across heavily trafficked Ziegler at an unregulated intersection and, into the. residential Harvest
neighborhood, thus increasing transient traffic and endangering neighborhood peace and
tranquility. There is neighborhood park where local children play directly on- County Fair Lane
on a few blocks from where the proposed extension would intersect with Ziegler. There are only
limited residential traffic patterns from County Fair Lane through the 'Harvest neighborhood.
A seconddconcerri is the potential for gas station/con'veiiienc&store"on the `property -of the
Proposedde ;el'opment. Such a 4o' re'woul'd not'benefit the iie ghbor�as;there are,attiple facilities
at. Front.Range Village and along Harmony. Any such store would only be an attraction to the
igh hschool community; and, it would increase the traffic hazard since there are no left or right
