We discussed the design of the outfall and the preferred location of the outfall. We had shown it extended into the pond/ditch area too far, so we are going to pull it back a ways. We are also going to show buried rip rap at the outlet. In the next day or two, I'm going to revise the plan and stake the end of the pipe in the field so Daylan can approve the location. I have attached the plat for the Padia subdivision to the west of this property that shows the 80' right of way of Hemlock in this area. The storm drainage improvements are entirely within this right of way, which will clearly be shown on the revised drawing that I send you. Daylan mentioned the potential need for an easement on the Natural Resources property to convey the discharge from this pipe to the River. I mentioned that it was my understanding that this storm drain pipe would be public and maintained by the city. Wes, can you comment on that? If it is a public storm drain system, Daylan mentioned that an easement could be handled internally between Natural Resources and Utilities. Lastly, Daylan did also mention the possibility of needing an easement on the property to the south of Hickory Commons to handle the undetained flows from this property. I am going to provide him with additional information on the location and direction of these flows. I'll send that in an exhibit via a separate email. As we discussed, I pulled the flared end section away from the water edge (approximately 5') and located it in a place that would not damage any of the existing trees. The end of the flared end section is marked in the field by a wooden stake that is painted red on top. It's a few feet to the west of the dead tree that is sticking up in the attached picture. I've also included a note on the plans that shows buried rip rap at the end of the flared end section. We would typically provide details on this rip rap section when we proceed to final compliance plans. Please let me know if this new location and design works for you for the outfall. I haven't heard from Wes yet on the email below in regards to the easement. I will follow up with him.
